The officially disclosed contract value of $4.059 billion (approximately S$5.155 billion) represents the first public confirmation of the total cost of Singapore’s F-35 procurement programme.
The publicly released 2026 F-35 Modernized Selected Acquisition Report identifies Singapore’s Foreign Military Sales case SN-D-SAE as a combined package covering aircraft, engines, training, support and related equipment, rather than a simplistic per-aircraft purchase price.

Comprising 12 short-takeoff-and-vertical-landing F-35Bs and eight conventional F-35As, the planned fleet combines dispersed operating flexibility with greater range and payload, while preserving the Republic of Singapore Air Force’s ability to tailor force packages against different operational problems.
All 12 F-35Bs are planned for permanent basing at Ebbing Air National Guard Base in Arkansas, whereas eight F-35As will operate from Tengah Air Base, creating a trans-Pacific force posture that exchanges immediate regional mass for superior training access.

$4.059 Billion Package Reveals the True Scale of Singapore’s F-35 Transformation
The $4.059 billion programme value, stated in then-year US dollars, consolidates Singapore’s 20-aircraft acquisition under one Foreign Military Sales case and clarifies that the strategic investment extends beyond airframes into engines, training, logistics and mission-enabling equipment.
Singapore began the process after more than five years of technical evaluation, selecting the F-35 in January 2019 as its preferred F-16 replacement while deliberately limiting the initial commitment to support further operational assessment before fleet expansion.
In March 2019, Ng Eng Hen announced an initial request for four aircraft with an option for eight more, enabling Singapore to examine price, configuration, logistics and training before assuming the institutional risks attached to a fifth-generation combat system.

Consequently, dividing $4.059 billion by 20 would misrepresent the economic structure because the package includes infrastructure-linked services, training and sustainment elements essential to generating sorties, maintaining low-observable aircraft and integrating them with Singapore’s broader command network.
The procurement sequence reveals disciplined risk reduction, but it also locks Singapore more deeply into an American-controlled technology, training and sustainment architecture whose reliability will be strategically consequential throughout the F-16 retirement period and beyond.

F-35A and F-35B Mix Builds Complementary Stealth Combat Power
Singapore’s selection of 12 F-35Bs addresses runway vulnerability and limited territory because short-takeoff-and-vertical-landing capability allows operations from shorter or austere sites, complicating an adversary’s effort to suppress combat aviation by attacking established air-base infrastructure decisively.

Operating the F-35A and F-35B alongside the F-15SG creates a complementary high-end force in which stealth aircraft can penetrate contested airspace or build targeting awareness while the larger fighter contributes payload, range and sustained weapons capacity.
That combination could strengthen deterrence by presenting several operational dilemmas simultaneously, but its effectiveness depends upon resilient data links, compatible mission planning, coordinated maintenance and crews trained to exploit information faster than a capable opponent.
The F-35B’s vertical-landing flexibility does not eliminate infrastructure dependence because fuel, weapons, maintenance equipment and low-observable support must still reach dispersed sites, making ground logistics and base defence decisive components of any distributed operating concept.

The model nevertheless provides strategic depth by separating valuable aircraft from Singapore’s concentrated territory, reducing the possibility that a single regional attack could disable the entire future stealth fleet before it generates meaningful combat power.
Whether dispersion ultimately strengthens deterrence will depend on warning time, reinforcement planning and access continuity, because geographically protected aircraft contribute little to immediate defence unless they can move, arrive, rearm and connect with Singapore’s operational command system.
