(DEFENCE SECURITY ASIA) — Vietnam’s reported evaluation of the Dassault Rafale signals a potentially historic break from decades of reliance on Soviet and Russian combat aircraft, driven by ageing fighters, uncertain supply chains, Chinese military expansion, and Hanoi’s determination to preserve strategic autonomy.
No contract has been announced by Vietnam or Dassault Aviation, while reported pilot familiarisation activity, French marketing efforts, and discussions involving 24 to 40 aircraft remain preliminary indicators rather than evidence that Hanoi has formally selected the French multirole fighter.
Nevertheless, a potential Rafale acquisition valued at approximately US$4 billion to US$6 billion would restructure the Vietnam People’s Air Force, replacing obsolete Su-22 strike aircraft and ageing Su-27 fighters while introducing an independent Western weapons, training, maintenance, and electronic-warfare ecosystem.
The military requirement is becoming increasingly urgent because Vietnam operates only about 60 to 72 combat aircraft, including approximately 35 Su-30MK2 multirole fighters, 10 to 12 Su-27 variants, and between 19 and 36 increasingly vulnerable Su-22 airframes.
Although the Su-30MK2 remains Vietnam’s combat aviation backbone, China’s Southern Theater Command possesses greater numbers, superior airborne early-warning coverage, advanced electronic warfare, long-range air-to-air missiles, J-16 multirole fighters, and an expanding force of stealthy J-20 aircraft.

This widening capability imbalance directly affects Vietnam’s ability to patrol the Paracel and Spratly Islands, defend its mainland approaches, protect maritime forces, and contest coercive operations conducted beneath the threshold of full-scale conflict in the South China Sea.
Rafale would not deliver numerical parity with China, but its RBE2 active electronically scanned array radar, SPECTRA electronic-warfare suite, Meteor beyond-visual-range missile, and precision maritime-strike weapons could impose greater operational uncertainty on Chinese planners at critical confrontation points.
The acquisition would also represent a logistics transformation because Vietnam’s combat fleet, Kilo-class submarines, surface-to-air missile systems, technical workforce, spare-parts inventories, and maintenance infrastructure remain deeply connected to Russian-origin equipment and decades of established Soviet operating practices.
Factory A32 in Da Nang has prevented a readiness collapse by achieving depot-level overhaul and life-extension capability for Su-22, Su-27, and Su-30MK2 aircraft, yet domestic manufacturing cannot fully replace Russian engines, radar modules, software support, or specialised components.
Vietnam therefore confronts a strategic choice extending far beyond aircraft performance: continue concentrating national airpower within an increasingly uncertain Russian supply system, or absorb the financial and operational burden of establishing a second fighter ecosystem with greater geopolitical and logistical resilience.
Hanoi’s probable answer is not an abrupt geopolitical realignment but a layered force structure combining life-extended Su-30MK2 fighters, a Western 4.5-generation combat aircraft, diversified trainers, Indian weapons cooperation, and potentially Russian Su-57 stealth fighters during the early 2030s.
Such an outcome would embody Vietnam’s approach of acting “quietly, not silently,” strengthening deterrence without entering a formal alliance, abandoning Moscow, embracing Washington, or providing Beijing with persuasive evidence that Hanoi has joined an organised anti-China military coalition.

China’s Expanding Airpower Makes Vietnam’s Fighter Decision Urgent
China’s Southern Theater Command can combine J-10C and J-16 fighters, Su-35 aircraft, J-20 stealth fighters, KJ-500 airborne early-warning platforms, J-16D electronic-attack aircraft, H-6 bombers, persistent unmanned surveillance systems, and increasingly sophisticated ground-based air defences.
This integrated force enables Beijing to build a networked battlespace extending from mainland bases and Hainan toward disputed island positions, compressing Vietnamese warning time while complicating the survivability of aircraft operating without comparable sensor fusion, electronic warfare, and long-range weapons.
Chinese construction across the Paracels, including reported runway-related activity and additional sensors positioned toward Vietnam, could strengthen persistent surveillance, forward fighter operations, missile engagement coverage, and command-and-control resilience along approaches connecting Vietnam’s coastline with contested waters.
Vietnam has answered through accelerated reclamation across its 21 occupied Spratly features, new harbours, improved runways, Kilo-class submarines, coastal missile forces, and Su-30 patrols, creating an asymmetric defensive posture intended to raise the military cost of sustained coercion.
However, that posture remains vulnerable when its air component depends upon Su-22 aircraft designed during the 1970s, ageing Su-27s with limited remaining service life, and Su-30MK2s lacking the latest Chinese radar, electronic-warfare, networking, and missile capabilities.

Rafale would strengthen the quality available at decisive points by combining simultaneous air-and-surface surveillance, integrated self-protection, networked targeting, multirole weapons, and long-range engagements within sorties launched from protected mainland bases rather than exposed forward island airstrips.
Meteor missiles could enlarge the threat zone confronting Chinese fighters, while SPECTRA could detect, locate, classify, and counter hostile emitters, allowing Vietnamese pilots to navigate a denser electromagnetic environment without depending entirely upon dedicated electronic-attack or suppression aircraft.
Maritime weapons including Exocet, SCALP, and AASM would expand Vietnam’s ability to threaten ships, supporting infrastructure, and hardened targets, although acquiring those capabilities would require separate negotiations, integration work, training, stockpiles, and politically sensitive rules governing wartime employment.
CSIS analyst Gregory Poling’s assessment that Vietnam already possesses sufficient military mass “to give China a bloody nose” captures the likely effect: Rafale would strengthen deterrence and tactical punishment capacity, but could neither overcome China’s numerical superiority nor guarantee Vietnamese air superiority.

Russian Supply Risk Has Become an Operational Vulnerability
Vietnam’s dependence upon Russian defence technology once provided affordable heavy combat systems without alliance obligations, but sanctions exposure, wartime production priorities, shrinking commercial channels, and unpredictable original-equipment support now threaten readiness across an interconnected force built around Russian-origin platforms.
Following Russia’s invasion of Ukraine, Russian industry prioritised domestic wartime requirements, while access to engines, avionics modules, radar components, software updates, overhaul capacity, and modernisation kits became slower and less predictable for Southeast Asian operators retaining substantial Soviet-designed inventories.
Vietnam had also obtained some Soviet-era components through Ukraine and Eastern Europe, but war, sanctions, political restrictions, and depleted inventories weakened those alternative routes, leaving Hanoi more dependent upon stockpiling, domestic substitution, life-extension programmes, and cooperation with India.
Factory A32 manufactures approximately 30 to 40 percent of required metal components and nearly all selected rubber and Teflon seals, demonstrating meaningful industrial independence without eliminating dependence upon foreign propulsion systems, specialised electronics, weapons support, and certified technical packages.
The facility completed Vietnam’s first independent Su-27 life extension in 2016 and its first comprehensive Su-30MK2 overhaul in October 2024, enabling Hanoi to preserve combat mass while delaying costly replacement decisions during a period of growing regional uncertainty.
These achievements mean Vietnam’s Russian fleet is not approaching immediate collapse, because the 35-aircraft Su-30MK2 force can remain operational for years if critical engines, radar assemblies, software updates, weapons support, and specialist components continue reaching Vietnamese maintenance organisations.
The deeper vulnerability is concentration risk, since disruption affecting one supplier family could simultaneously degrade fighters, submarines, surface-to-air missiles, trainers, weapons, and associated support systems, producing cascading readiness losses exceeding the impact of any isolated platform shortage.
A Rafale purchase would establish a separate French logistics and weapons channel resistant to the same sanctions mechanisms, although diversification would create additional costs for simulators, ground equipment, munitions storage, technical documentation, language training, maintenance certification, and secure mission planning.
Hanoi continues exploring Russian systems, including a possible 12 to 24 Su-57 acquisition and reportedly additional Yak-130M trainers, indicating that diversification would hedge against supplier disruption rather than terminate the defence relationship sustaining Vietnam’s existing high-end military inventory.
The most plausible force posture therefore retains Russia for Su-30MK2, submarine, and air-defence sustainment while preventing Moscow, Western sanctions authorities, or Chinese political pressure from controlling every external pathway required to keep Vietnamese combat aviation operational during a regional crisis.
Rafale Offers Firepower Without a Formal Alliance
Vietnam’s “Four Nos” policy rejects military alliances, alignment against another country, foreign bases, and the use or threat of force, making the political conditions attached to a fighter acquisition almost as important as radar performance, weapons range, or operating cost.
An American F-16V could provide modern sensors, weapons, and a logical progression from Vietnam’s T-6C training aircraft, but end-use monitoring, export controls, software dependence, and Washington’s rivalry with Beijing could make such an acquisition appear strategically aligned rather than commercially diversified.
Additional Russian Su-35 aircraft would integrate more easily with Vietnam’s existing Flanker infrastructure, pilot experience, weapons inventories, and maintenance culture, yet they would deepen precisely the sanctions, supply-chain, and single-source vulnerabilities that Hanoi increasingly needs to reduce.
The Su-57 potentially offers stealth, range, advanced sensors, and continuity with Russian operating practices, but uncertain export maturity, domestic Russian demand, production constraints, support exposure, and an early-2030s timeframe prevent it from replacing Vietnam’s deteriorating Su-22 force during this decade.
France occupies a politically useful middle position as a permanent United Nations Security Council member, an Indo-Pacific power, and an established defence supplier that can deliver advanced capabilities without demanding treaty commitments or visibly incorporating Vietnam into an American-led regional architecture.
French Rafale deployments to Hanoi, including the 2018 PEGASE mission, familiarised Vietnamese authorities with the aircraft, while France’s relationships with India and Indonesia demonstrate that Rafale can operate inside non-aligned forces combining Western systems with substantial Russian-origin combat fleets.
The aircraft’s omnirole design is particularly relevant because Vietnam lacks the fleet size to maintain highly specialised fighter communities, allowing individual Rafale formations to conduct air defence, maritime strike, reconnaissance, precision attack, and electronic self-protection during the same operational cycle.
RBE2 AESA radar would improve air-and-surface tracking, SPECTRA would strengthen threat detection and defensive electronic warfare, while Meteor and MICA missiles could create layered engagement opportunities against advanced fighters operating beneath Chinese airborne early-warning and networked command coverage.
Twin engines and meaningful combat radius address Vietnamese requirements for operations extending from mainland bases toward the Paracels and Spratlys, while precision-guided weapons would replace Su-22-era strike methods with survivable standoff attacks against maritime and fixed targets under contested conditions.
Rafale’s attraction consequently rests not upon claims that it is categorically superior to every alternative, but upon its unusual combination of combat capability, political flexibility, maritime relevance, supplier diversification, regional precedent, and compatibility with Vietnam’s carefully protected strategic autonomy.
Building a Mixed Fleet Would Transform Vietnam’s Logistics Footprint
A realistic Vietnamese force design would assign Rafale aircraft to high-value air defence, electronic-warfare-intensive patrols, maritime strike, and precision attack, while retaining Su-30MK2 fighters for mass, range, established missions, and possible future integration with BrahMos supersonic cruise missiles.
The reported fleet of 24 to 40 Rafales would constitute two or three squadrons, sufficient to replace Su-22s and selected Su-27s, but too small to sustain continuous nationwide coverage without careful basing, dispersed operations, trained reserves, and reliable aircraft availability.
First deliveries reportedly discussed for 2028 to 2030 remain ambitious because Dassault carries an order backlog exceeding 200 aircraft and must satisfy commitments involving France, Indonesia, India, Egypt, the United Arab Emirates, Croatia, Serbia, and other potential customers.
Vietnam would therefore need to negotiate production positions, interim training arrangements, simulator access, weapons deliveries, support equipment, secure facilities, and maintenance capacity well before retirement pressures remove meaningful combat value from its surviving Su-22 and Su-27 formations.
Pilot conversion presents another constraint because Vietnam’s advanced training pipeline has suffered two Yak-130 losses within 15 months, while its remaining Yak-130s, L-39 aircraft, L-39NGs, T-6Cs, and Yak-52s support different training stages and technical traditions.
The 12 American-built T-6C aircraft and 12 Czech-built L-39NGs represent practical movement toward Western-standard training, cockpit practices, documentation, and maintenance, reducing—but not eliminating—the institutional transition required before Vietnamese pilots can operate a sophisticated French combat aircraft safely.
Ground forces would require parallel transformation across propulsion support, avionics testing, electronic-warfare programming, weapons assembly, mission planning, cybersecurity, spare-parts forecasting, corrosion management, and technical English or French, creating a national undertaking extending well beyond fighter acquisition.
Vietnam would probably demand local maintenance, repair, overhaul, and component-production rights because Factory A32 has made sovereign sustainment central to force readiness, political legitimacy, sanctions resilience, and Hanoi’s determination to prevent foreign suppliers from acquiring excessive operational leverage.
Indonesia’s 42-aircraft Rafale programme offers a regional model involving French training and a mixed inventory, while India demonstrates that Rafales and Su-30-family fighters can serve simultaneously, although both cases underline the financial inefficiency and logistical complexity of diverse fleets.
The decisive procurement question is therefore whether Rafale’s operational and geopolitical advantages justify decades of duplicated infrastructure, personnel, weapons, contracts, and supply chains, especially when Vietnam must also fund submarines, air defence, coastal missiles, maritime surveillance, and island reinforcement.

A Rafale Deal Would Reshape Regional Signalling, Not Overturn Chinese Dominance
A Vietnamese Rafale acquisition would not create an alliance or reverse China’s quantitative superiority, but it would signal that Hanoi intends to contest coercion through a resilient combination of Russian combat mass, French electronic warfare, Indian missiles, submarines, and fortified maritime positions.
Beijing would probably answer through additional sensors, aircraft deployments, electronic-warfare assets, missile coverage, coastguard presence, and infrastructure across the Paracels, exploiting its ability to construct forward capacity faster than Vietnam could train crews and establish fully operational Rafale squadrons.

Nevertheless, two Southeast Asian Rafale operators could pursue shared training, maintenance knowledge, weapons support, and operational experience, giving France a more durable regional defence presence while gradually normalising European sensors, missiles, and electronic-warfare standards inside an historically divided market.
Russia would suffer a symbolic loss if its largest traditional Southeast Asian customer selected France for the next fighter generation, yet Moscow would remain indispensable to Vietnam because Su-30MK2s, Kilo submarines, air defences, weapons, and technical infrastructure require continuing sustainment.
Washington would probably regard Rafale as preferable to another Russian fighter purchase because it reduces Hanoi’s dependency upon Moscow and complicates Chinese planning, although the outcome would provide neither American industrial benefit nor the interoperability created through an F-16 programme.
India could become a quiet strategic beneficiary because it already operates Rafales and Su-30s, supports Russian-origin equipment, and supplies BrahMos, positioning New Delhi as a connective defence partner within a non-allied network of states seeking greater leverage against Chinese maritime power.
The ultimate strategic impact would be incremental but consequential: China would retain superior mass, bases, and sensors, while Vietnam would gain a more survivable airpower architecture capable of imposing higher costs, absorbing supply disruptions, and defending autonomy without choosing a geopolitical camp.
