Singapore will base 12 F-35B stealth fighters permanently in Arkansas while deploying eight F-35As to Tengah, creating a trans-Pacific force that exchanges immediate combat mass for superior training, survivability and strategic depth.

(DEFENCE SECURITY ASIA) — Singapore will permanently base all 12 RSAF F-35B fighters in Arkansas while stationing eight F-35As at Tengah, creating a geographically distributed fifth-generation combat force spanning Southeast Asia and the United States.

The arrangement, disclosed by the US Department of Defense’s acquisition report, places 60 percent of Singapore’s planned stealth-fighter inventory thousands of kilometres from the principal theatre those aircraft ultimately help deter.

Rather than signalling diminished sovereignty, the structure exchanges immediate combat mass near Singapore for access to American ranges, classified training infrastructure, coalition tactics, survivability, and strategic depth beyond Southeast Asia.

The report states Singapore “will permanently base” its F-35Bs at Ebbing Air National Guard Base, Fort Smith, Arkansas, while its F-35As will occupy a purpose-built Main Operating Base at Tengah.

That language establishes Ebbing as the enduring F-35B home station, not merely an initial delivery location, although permanent assignment does not prevent temporary deployments to Singapore, exercises, or contingency operating sites.

The first four F-35Bs are scheduled to reach Ebbing during the fourth quarter of US fiscal year 2026, followed by eight additional aircraft in 2028 and the F-35As around 2030.

The American report sharpens the local timetable by identifying the fourth quarter of fiscal year 2029, between July and September, for Tengah’s base readiness and the first F-35A arrival in Singapore.

Programme funding is listed at US$4.059 billion through Foreign Military Sales, covering 20 aircraft and wider programme elements rather than establishing a misleading unit price of approximately US$203 million.

Singapore Defence Minister Chan Chun Sing described the programme as “one step in a long journey” involving Lockheed Martin, the US Government, US Air Force, and Ebbing community, underscoring its institutional depth.

RSAF Chief Major-General Kelvin Fan said initial pilots would train under qualified US Air Force instructors and alongside other F-35 nations, connecting Singapore’s force generation directly to an expanding multinational combat ecosystem.

Former Defence Minister Ng Eng Hen framed the strategic driver more starkly, warning that regional or global conflict during the coming decade had become “non-zero” and that Singapore ultimately possessed “no backstop.”

The resulting posture combines a locally available F-35A operational nucleus with an overseas F-35B training and strategic-reserve force, strengthening deterrence while creating consequential questions about reinforcement speed, logistical dependence, and wartime availability.

Arkansas Becomes Singapore’s Fifth-Generation Force-Generation Hub

Ebbing provides the expansive airspace, electronic-warfare ranges, live-weapons opportunities, threat simulators, classified mission systems, and instructor capacity that land-scarce Singapore cannot reproduce routinely within its congested domestic air and maritime environment.

This training geography matters because F-35 proficiency depends on more than aircraft handling, requiring pilots and maintainers to master sensor fusion, low-observable operations, networked targeting, mission-data exploitation, contested logistics, and coalition interoperability.

A new 44,000-square-foot academic centre costing approximately US$74 million will include classrooms and four simulators reproducing classified combat environments without exposing tactics, emissions, or sensitive mission-system behaviour in open areas.

Ebbing is developing into a training hub for Singapore, Poland, Finland, Germany, Switzerland, and other customers, allowing the RSAF to benchmark procedures against multiple operators while absorbing evolving F-35 doctrine.

Singapore’s US-based F-16 training operation is expected to transfer to Ebbing during 2027, consolidating fighter conversion, maintenance expertise, and support personnel at one location as the RSAF transitions toward fifth-generation combat operations.

Up to approximately 400 Singapore personnel could eventually serve around Fort Smith, creating a durable logistics and human-capital footprint that converts overseas basing from aircraft parking into a sustained national force-generation enterprise.

Fan’s statement that Singaporean crews would “train and learn alongside other countries operating the F-35” identifies the arrangement’s central return: repeated exposure to partners, complex scenarios, and continuously updated operational lessons.

The price is reliance on American access, ranges, security systems, instructors, and sustainment networks, meaning training continuity could be affected by US priorities, capacity constraints, policy decisions, or global programme disruptions.

Nevertheless, an Arkansas detachment can generate pilots and maintainers faster than a small domestic pipeline, shielding sensitive high-end training from Singapore’s airspace limitations and reducing pressure on Tengah’s expanding infrastructure.

Ebbing therefore functions simultaneously as schoolhouse, tactics laboratory, maintenance node, coalition interface, and strategic reserve, making logistics footprint and alliance access operational components of Singaporean airpower rather than peripheral administrative arrangements.

Tengah’s Eight F-35As Form the Sovereign Combat Nucleus

The eight F-35As assigned to Tengah will constitute Singapore’s accessible, permanently home-based stealth component, providing sovereign response options without first repositioning aircraft across the Pacific during an unfolding regional crisis.

Compared with the F-35B, the conventional F-35A offers greater internal fuel, longer endurance, higher payload capacity, an internal 25mm cannon, and lower procurement and operating costs for sustained missions from developed runways.

Those attributes favour air defence, persistent combat air patrol, maritime surveillance support, long-range precision strike, and networked targeting from Tengah, where conventional runways can exploit the variant’s range and payload advantages.

Ng explained that F-35As provide “greater endurance” and higher-capacity payloads, complementing F-35Bs whose short-takeoff-and-vertical-landing capability preserves operational flexibility when standard runways are shortened, damaged, congested, or placed under persistent attack.

The mixed fleet therefore addresses two different vulnerabilities: the F-35A maximises efficient combat output from a secure main base, while the F-35B preserves dispersal options when concentrated infrastructure becomes a liability.

Tengah’s planned Main Operating Base must support secure mission planning, special-access areas, low-observable maintenance, climate-controlled workspaces, classified networks, simulators, specialised engines, protected fuel systems, and hardened shelters for sustained operations.

These requirements make base readiness a combat capability, because inadequate coating repair, mission-data connectivity, cybersecurity, spares, or sheltered maintenance could erode stealth availability faster than hostile aircraft or missiles during prolonged operations.

The facility’s fourth-quarter 2029 readiness milestone aligns infrastructure, aircraft delivery, personnel qualification, and sustainment activation, reducing the risk that advanced fighters arrive before Singapore can protect, maintain, arm, and network them effectively.

Tengah’s expansion also absorbs capabilities displaced by Paya Lebar’s eventual closure, concentrating substantial airpower while making dispersal, redundancy, rapid runway repair, passive defence, and hardened support infrastructure increasingly important for wartime resilience.

Ng’s description of an eventual F-35A, F-35B, and F-15SG fleet as the “premier league” captures its breadth, but credible deterrence will depend upon readiness, weapons integration, survivable basing, and deployable support.

Keeping every F-35B in Arkansas means only eight of Singapore’s initial 20 F-35s will normally remain at Tengah, creating a visible numerical constraint whenever regional warning time is insufficient for trans-Pacific reinforcement.

Returning aircraft would require tanker sequencing, diplomatic clearances, intermediate bases, maintenance teams, secure communications, spare parts, weapons planning, and multinational coordination, making redeployment a campaign rather than a ferry flight.

Singapore’s six A330 tankers could support long-distance movements, but a Pacific crossing would still demand multinational access, crew-rest planning, airfield support, weather contingencies, and protection for a conspicuous deployment chain.

The reinforcement timeline remains undisclosed, preventing firm assessment of whether the Arkansas detachment could influence an abrupt Southeast Asian confrontation or would instead primarily regenerate forces after combat’s opening phase.

Conversely, geographical separation prevents a single missile campaign against Singapore’s concentrated bases from disabling the entire F-35 fleet, preserving aircraft, qualified personnel, and maintenance expertise beyond an adversary’s immediate regional strike envelope.

That reserve could rebuild combat power if domestic runways, command networks, fuel storage, or low-observable facilities were damaged, giving Singapore strategic depth that its small territory cannot generate through internal dispersal alone.

The F-35B’s short-takeoff-and-vertical-landing design also permits temporary operations from shortened, damaged, dispersed, or austere locations, although such deployments still require fuel, weapons, maintenance, security, communications, and heat-resistant surfaces to remain militarily useful.

Permanent basing describes home station rather than operational confinement, leaving Singapore able to rotate F-35Bs through Tengah, deploy them to exercises, or reposition them before crises if warning indicators justify action.

No public information confirms whether rotations will occur after 2029, whether Tengah will fully support both variants, or what political and logistical thresholds would trigger the Arkansas fleet’s return during tension.

The posture balances availability against survivability: fewer stealth aircraft sit beside the homeland, but most remain protected abroad, training continuously and capable of becoming a replenishment pool following initial attrition.

US$4.059 Billion Package Builds an Ecosystem, Not Merely Aircraft

The US$4.059 billion figure cannot be divided by 20 and represented as fighter unit cost, because Foreign Military Sales packages combine aircraft, engines, training, infrastructure, documentation, spares, and government services.

Its nominal US$203 million average measures an acquisition ecosystem, while separately cited production prices place the basic F-35A above roughly US$80 million and the complex F-35B above US$100 million.

Likely package elements include Pratt and Whitney F135 engines, mission systems, software, simulators, technical documentation, support equipment, contractor assistance, initial sustainment, logistics services, and site activation required to field usable combat capability.

The distinction is strategically important because stealth fighters generate deterrence only when mission data, trained crews, secure networks, weapons, coatings, engines, spares, and maintenance capacity remain available under operational pressure.

Singapore selected the F-35 for further evaluation in 2019, signed the original agreement for 12 F-35Bs in March 2020, and initially committed to four aircraft while retaining options for another eight.

It exercised those options during 2023, announced eight F-35As in February 2024, and signed the fourth agreement amendment covering those conventional variants on February 4, 2025, completing the planned fleet.

That incremental pathway reduced early technical and financial exposure while allowing Singapore to evaluate the F-35B before expanding, then diversify with the longer-ranged F-35A as infrastructure and training plans matured.

Production was already under way by September 2025, when Chan visited Lockheed Martin’s Fort Worth facility and signed Singapore’s first aircraft wing, demonstrating that force generation had moved beyond planning.

The mixed F-35 fleet and existing F-15SGs will progressively replace ageing F-16C/D fighters, combining stealth penetration and sensor fusion with heavy payload, range, and mature non-stealth capacity across complementary mission profiles.

However, the report does not disclose the weapons inventory, detailed mission-data arrangements, sustainment provisions, or operational availability assumptions inside the package, leaving crucial questions about combat persistence and sovereign mission preparation unanswered.

Distributed Stealth Force Reshapes Singapore’s Regional Posture

Singapore’s basing decision transforms a territorial disadvantage into a distributed-force model, combining domestic combat responsiveness, American training depth, protected overseas inventory, and coalition interoperability within a single fifth-generation force posture.

The model signals that small states can acquire strategic depth through access agreements and overseas detachments, although such depth remains conditional upon diplomatic relationships, host-nation policy, transport corridors, and resilient multinational logistics.

For regional planners, eight F-35As at Tengah represent immediately relevant stealth mass, while 12 Arkansas-based F-35Bs constitute a variable reinforcement, training, and regeneration pool rather than permanently absent combat power.

The local aircraft could use low observability, passive sensing, sensor fusion, and secure datalinks to improve wider force awareness, allowing information gathered forward to increase other assets’ survivability and lethality.

MINDEF said the F-35 can “see and respond first” by detecting and engaging targets before discovery, making its greatest operational value compressed sensor-to-shooter timelines rather than simply replacing fighter numbers.

Yet eight home-based aircraft will yield fewer mission-ready jets after maintenance, training, and upgrades, so operational effect will depend upon sortie generation, weapons stocks, basing resilience, and effective F-15SG integration.

Potential adversaries must consequently consider two targeting problems: suppressing hardened and defended facilities at Tengah, and preventing a dispersed overseas reserve from reinforcing, regenerating, or sustaining Singaporean airpower after the initial exchange.

Singapore, meanwhile, must demonstrate that its distributed structure can move aircraft, people, data, weapons, and support equipment rapidly enough that geographical protection does not become operational separation during the crisis window.

Unresolved issues include F-35B rotations, emergency-return procedures, Tengah’s dual-variant capacity, F-35A initial operational capability, future orders beyond 20 aircraft, and the number of jets consistently available for sovereign combat missions.

The decisive story is not that only eight F-35s will reside in Singapore, but that the RSAF is building a trans-Pacific stealth force whose credibility rests upon technology, infrastructure, logistics, and access.
