(DEFENCE SECURITY ASIA) — Indonesia’s first aircraft carrier is sailing from Italy, transforming a donated Cold War-era hull into a future helicopter, drone, command-and-control and humanitarian platform positioned beside one of the world’s most consequential maritime chokepoints.

The former Italian Navy ITS Giuseppe Garibaldi departed Taranto on 24 August 2026 with a mixed Italian-Indonesian crew, beginning a three-week transfer voyage through the Mediterranean, Suez Canal, Red Sea and Indian Ocean.

Scheduled to reach Indonesian waters between 15 and 20 September, the 14,150-tonne light carrier will undergo formal government-to-government transfer before becoming KRI Gajah Mada during its planned commissioning on 25 September.

President Prabowo Subianto is expected to officiate aboard the vessel, while its scheduled appearance during Indonesia’s 5 October military anniversary celebrations will convert an operational handover into strategic messaging about national maritime resurgence.

Indonesia consequently becomes Southeast Asia’s second aircraft-carrier operator after Thailand, although the absence of an organic combat-air wing means Gajah Mada initially represents mobile aviation capacity, sovereign presence and command reach rather than carrier-strike power.

Its military significance lies less in confronting major Chinese or Indian carrier groups than in extending Indonesian helicopter operations, unmanned surveillance, inter-service coordination and crisis response across an archipelago comprising more than 17,000 islands.

Homeporting the carrier at Teluk Ratai in Lampung places Indonesia’s largest naval aviation platform near the Sunda Strait, where commercial shipping, energy flows and military movements connect the Indian Ocean with the Western Pacific.

That geography gives Gajah Mada potential strategic relevance beyond ceremonial prestige because a mobile command node near Sunda could support maritime-domain awareness, disaster relief, fleet coordination and sovereign monitoring during wider Indo-Pacific contingencies.

Nevertheless, the vessel is approximately four decades old, carries ageing sensors and defensive weapons, and requires expensive modernization, trained personnel, escorts, replenishment support and embarked aircraft before it can generate sustained operational effects.

Indonesian officials therefore describe the carrier principally as a Military Operations Other Than War platform, separating its declared humanitarian mission from speculative assumptions that Jakarta is immediately pursuing expeditionary warfare or offensive carrier aviation.

Defence Ministry spokesman Brigadier General Rico Ricardo Sirait said Indonesia possessed “no invasive intent,” framing the acquisition as an instrument for disaster response, logistics distribution, search-and-rescue operations and multi-agency command rather than regional intimidation.

Whether Gajah Mada changes Southeast Asia’s battlespace will ultimately depend upon readiness rates, embarked aviation, fleet protection and sustainment because an operational carrier expands strategic options, whereas an underfunded vessel merely concentrates prestige, expense and vulnerability.

Taranto Departure Opens a Complex Transfer Operation

The carrier departed Taranto’s Chiapparo naval station following Italy’s final flag-lowering ceremony, with Captain Marco Guerriero overseeing its last Italian departure before legal ownership and operational control transfer to Indonesia after arrival.

An advance party of approximately 100 Indonesian Navy personnel trained in Italy before joining Italian sailors aboard, turning the delivery voyage into an intensive knowledge-transfer exercise covering propulsion, navigation, aviation safety and shipboard procedures.

The vessel remains Italian-flagged and retains the Giuseppe Garibaldi name throughout transit, demonstrating that its journey is a controlled delivery operation rather than an independent Indonesian naval deployment across several politically sensitive maritime regions.

After crossing the Suez Canal on 28 August, the ship proceeded toward the Red Sea, with planned calls at Jeddah and Colombo before reaching Jakarta for documentation, flag transfer and formal acceptance.

Italian frigates are escorting the carrier through exposed waters including the Red Sea, Gulf of Aden and Arabian Sea, underscoring how even a non-combat transfer requires layered protection against regional instability and maritime threats.

The escort requirement also anticipates Indonesia’s longer-term challenge because a large, visible carrier cannot operate credibly without surface combatants, air surveillance, electronic warfare, anti-submarine protection and dependable underway-support arrangements.

After commissioning, Gajah Mada is expected to participate in the Indonesian military’s 81st-anniversary sailing pass before proceeding to Lampung, combining national symbolism with an early demonstration that Jakarta can absorb a carrier-sized platform.

This compressed timetable creates operational pressure because ceremonial readiness does not necessarily equal combat readiness, particularly when Indonesian crews must master unfamiliar Italian machinery while preparing the vessel for extensive domestic modification.

The approximately 7,000-nautical-mile range at 20 knots and maximum speed exceeding 30 knots provide useful mobility, but ageing LM2500 gas turbines will demand disciplined maintenance, spare-parts access and qualified engineering personnel.

Successful completion of the voyage will prove basic seaworthiness and crew integration, yet it cannot validate future drone operations, combat-system interoperability or task-group endurance, which require separate trials after Indonesia assumes ownership.

Gajah Mada Adds Reach, Not Carrier-Strike Supremacy

Built by Fincantieri and commissioned in 1985, Giuseppe Garibaldi was Italy’s first through-deck aviation ship capable of operating STOVL fighters, but Indonesia receives it without the fixed-wing air group that defined its original combat role.

The 180.2-metre vessel displaces approximately 14,150 tonnes at full load, carrying a 174-metre flight deck, 6.5-degree ski-jump, two aircraft elevators and a hangar designed for helicopters or compact fixed-wing aircraft.

Its historical aviation capacity included as many as 16 AV-8B Harrier II aircraft or 18 helicopters, although Indonesia initially plans helicopter operations and possible unmanned aviation rather than rebuilding an expensive crewed STOVL fighter capability.

Navy Chief Admiral Muhammad Ali said helicopters from Indonesia’s Navy, Army and Air Force could operate aboard, establishing Gajah Mada as a joint aviation platform capable of supporting transport, evacuation, surveillance and anti-submarine missions.

Aviation integration could reduce dependence upon distant land bases, enabling embarked helicopters to remain closer to operating areas while the ship provides fuel, maintenance, accommodation, communications and command facilities at sea.

Possible Bayraktar TB3 integration would produce a different form of carrier capability centred on persistent surveillance and unmanned operations, although no final aircraft complement, conversion configuration or operational timeline has been publicly confirmed.

Without fighters, the ship cannot provide its own combat air patrol, long-range interception or airborne early warning, leaving protection dependent upon Indonesian land-based aircraft, escorts, sensors and carefully selected operating areas.

Its legacy defensive configuration included Aspide or Sea Sparrow missiles, twin 40mm DARDO close-in weapon systems, torpedo tubes and electronic-warfare equipment, but their age necessitates technical assessment before operational reliance.

Consequently, Gajah Mada should be evaluated as a helicopter-and-drone carrier, fleet flagship and mobile command centre, not equated with Chinese, Indian, Japanese or American carrier forces possessing modern aircraft and integrated escorts.

The acquisition nevertheless changes Indonesia’s force-development trajectory because operating any carrier demands new doctrine, deck-aviation proficiency, fleet-air integration, logistics planning and command structures that could support more capable future platforms.

Lampung Turns the Carrier Into Chokepoint Strategy

Teluk Ratai faces the Sunda Strait from southern Sumatra, positioning Gajah Mada near a critical alternative to Malacca through which commercial vessels and naval forces move between the Indian Ocean and Java Sea.

Indonesia has not publicly defined Lampung’s complete strategic rationale, but the base’s location enables quicker access toward western approaches while retaining connectivity with Java, national command infrastructure and central fleet-support networks.

Infrastructure work includes dredging deeper approaches, strengthening a 500-to-600-metre pier, increasing shore power, expanding freshwater and waste services, and creating berthing capacity for the carrier alongside frigates, minehunters and fast-attack craft.

This task-group configuration indicates that Indonesia is building more than a parking berth because carrier effectiveness depends upon escorts, maintenance, aviation support, ammunition handling, secure communications and resilient logistics concentrated ashore.

Progress had reached approximately three-quarters completion by mid-July, with finishing work targeted before the carrier’s September arrival, creating little scheduling margin for dredging, utilities, safety certification or unforeseen engineering delays.

Lampung’s proximity to Sunda gives the carrier potential utility during maritime-security emergencies, but predictable basing also creates vulnerability to surveillance, disruption and long-range precision attack during a high-intensity regional conflict.

Operational resilience will therefore require dispersed access, protected fuel and spare-parts stocks, alternative ports and practiced deployment procedures ensuring mechanical failure or infrastructure damage cannot immobilize Indonesia’s highest-profile naval asset.

Indonesia is considering additional operating locations across the archipelago, although each deployment would require adequate depth, pier capacity, aviation fuel, technical personnel and secure communications unavailable at many existing naval facilities.

Gajah Mada could support surveillance near North Natuna, yet reaching and sustaining operations there would test fleet logistics because the area lies far from Lampung and remains exposed to persistent Chinese maritime activity.

The carrier’s real strategic value consequently emerges through a network connecting Lampung, escorts, aircraft, coastal sensors and replenishment ships, rather than from the hull operating alone as an isolated symbol of maritime ambition.

Humanitarian Mission Carries Military Utility

Indonesia’s exposure to earthquakes, tsunamis, volcanic eruptions and floods makes sea-based aviation operationally relevant because damaged roads, airfields and ports can isolate communities across widely separated islands during the decisive initial response period.

Gajah Mada’s flight deck can support six or more helicopters simultaneously, providing greater aviation concentration than Indonesia’s Makassar-class landing-platform docks, which typically embark between three and five helicopters each.

As a forward aviation base, the carrier could coordinate evacuation, medical transport, reconnaissance and relief distribution while reducing helicopter transit distances from surviving airfields, thereby increasing sortie generation and time over affected areas.

Its hangar, workshops, accommodation and communications spaces provide an enduring coordination hub from which military services, civilian agencies and foreign relief teams could manage operations when shore-based command networks have collapsed.

The 2004 Indian Ocean tsunami demonstrated the value of carrier-based helicopters during relief operations around Aceh, where maritime aviation reached devastated communities despite severe disruption to roads, ports and local logistics.

However, Gajah Mada lacks a well deck, preventing it from launching loaded landing craft carrying vehicles and bulk supplies, while its draught restricts access to shallow or debris-obstructed coastal waters.

Makassar-class amphibious ships and hospital vessels may therefore remain better suited for shore delivery, whereas Gajah Mada’s comparative advantage rests in aviation throughput, command-and-control capacity and sustained coordination beyond damaged infrastructure.

Its humanitarian configuration retains military relevance because the same helicopters, unmanned aircraft, communications networks and command spaces used during disaster relief can support maritime surveillance, anti-submarine warfare and fleet coordination.

Regional HADR deployments could also strengthen Indonesian defence diplomacy without formally aligning Jakarta with competing power blocs, creating opportunities for ASEAN exercises, interoperability development and politically acceptable multinational naval cooperation.

The humanitarian narrative is therefore operationally credible but incomplete because even a disaster-focused carrier develops dual-use aviation, logistics and command competencies that can improve wartime readiness without automatically demonstrating offensive intent.

Modernization Costs Will Decide Operational Credibility

Indonesia receives the hull as a grant, but delivery, overhaul, aviation procurement, crew training, base construction and long-term sustainment transform a nominally free transfer into a potentially substantial defence-capability investment.

Combined carrier and aviation descriptions approach US$1 billion when modernization and separate helicopter packages are considered, although final costs remain uncertain pending technical inspection and decisions regarding sensors, drones and combat systems.

Planned work includes structural repairs, habitability improvements, electrical-generation upgrades, enhanced cooling, aviation-fuel modifications, communications integration and replacement or refurbishment of ageing sensors and defensive weapons inherited from Italian service.

Electrical power and cooling represent critical constraints because modern radars, unmanned-aircraft control stations, secure networks and combat-management systems impose loads never anticipated when the ship was designed during the early 1980s.

Defence Minister Sjafrie Sjamsoeddin said PT PAL would modify the vessel for Indonesian requirements, while possible Fincantieri participation could preserve access to original design expertise during complex structural, propulsion and aviation-system work.

Domestic modernization supports technology transfer and industrial learning, but assigning unfamiliar carrier engineering to local industry also introduces schedule, certification and integration risks requiring sustained cooperation with experienced original-equipment specialists.

Operating costs will continue long after refit because gas-turbine fuel, aviation activity, spare parts, escorts, specialist personnel and periodic dockyard maintenance determine whether the carrier regularly sails or remains alongside.

The estimated remaining service life of roughly 10 to 20 years makes upgrade discipline essential because excessive spending could crowd out submarines, frigates, maritime-patrol aircraft and coastal-defence systems offering longer-lasting distributed capability.

Regional governments will monitor Indonesia’s embarked aircraft, escort quality and deployment frequency rather than the commissioning ceremony, since those indicators reveal whether Gajah Mada generates usable capability or primarily diplomatic and ceremonial effects.

Gajah Mada will reshape Southeast Asia’s maritime optics immediately, but only sustained readiness, credible aviation and integrated task-group operations can convert Indonesia’s first aircraft carrier from symbolic inheritance into strategically consequential sea power.
