US, Philippines Simulate BrahMos Strike on Chinese Warships

American and Philippine Marines linked notional Hermes drone surveillance with BrahMos missile targeting against PLAN destroyers, revealing an emerging maritime-denial network spanning northern Luzon, the South China Sea and the strategically critical Luzon Strait.

Conducted at Camp Bojeador in Ilocos Norte last month, the activity targeted notional People’s Liberation Army Navy vessels and remained a planning and fires-coordination exercise, without launching missiles or engaging any real Chinese warship.

The simulated hostile surface action group comprised two Type 052D guided-missile destroyers, one Type 054A frigate and one Type 901 fast combat support ship, replicating an operationally credible formation rather than an anonymous or technically generic maritime target.

Philippine Air Force Hermes drone tracks notionally detected, identified and followed the formation, allowing combined planners to convert surveillance data into targeting information and develop firing solutions for a simulated ground-launched BrahMos supersonic anti-ship missile engagement.

That sensor-to-shooter sequence represented the exercise’s decisive military value because mobile coastal missiles cannot reliably attack manoeuvring vessels at extended range unless persistent intelligence, surveillance and reconnaissance assets continuously refresh each target’s identity, position, direction and speed.

The rehearsal occurred under Archipelagic Coastal Defense Continuum 26.4, a recurring bilateral training series supporting the Philippines’ Comprehensive Archipelagic Defense Concept while steadily strengthening interoperability between American fire-support specialists and newly established Philippine coastal-defence formations.

American participants came from Marine Rotational Force–Southeast Asia, including Air Naval Gunfire Liaison Company Detachment–North, while Philippine personnel represented the 4th Marine Brigade and Coastal Defense Regiment, whose missile battalion operates the country’s shore-based BrahMos batteries.

Captain MacKenzie Margroum, spokesperson for Marine Rotational Force–Southeast Asia, said cooperation with the Coastal Defense Regiment gave American Marines and sailors valuable insight into Philippine maritime defence shaped by the archipelago’s distinctive geography and operational environment.

Her assessment identifies a wider alliance transition from episodic combined manoeuvres toward shared kill-chain procedures, through which Philippine sensors, sovereign missiles and American fire-support expertise could create multiple engagement options across the West Philippine Sea and Luzon Strait.

The drill was neither a sinking exercise nor a live-fire provocation, yet the deliberate use of recognizable Chinese warship classes communicated sharper strategic intent than a generic scenario and demonstrated which naval capabilities allied planners consider operationally relevant.

For Beijing, the rehearsal illustrates how relatively small, dispersed land forces could complicate PLAN access without matching China ship-for-ship, forcing commanders to account for concealed missile launchers, unmanned surveillance and allied targeting networks across numerous Philippine islands.

For Manila, it marked an important doctrinal step beyond purchasing an advanced missile, proving that credible maritime deterrence depends equally upon trained crews, resilient communications, reliable identification, mobile logistics and politically controlled processes linking detection to authorized engagement.

A Drone-to-BrahMos Kill Chain Built Around Realistic PLAN Targets

Exercise planners modelled the opposing force around frontline PLAN combatants, with Type 052D destroyers supplying area air defence and long-range strike capacity, a Type 054A frigate adding escort protection, and a Type 901 replenishment ship sustaining extended operations.

Selecting two destroyers, a frigate and a fleet-support vessel implicitly tested target prioritization because attacking the formation would require planners to distinguish high-value logistical vulnerability from heavily defended combatants capable of detecting, jamming or intercepting incoming missiles.

The notional Hermes tracks supplied the surveillance layer, but the scenario’s importance lay in transforming raw positional reporting into validated targeting data through identification, continuous tracking, weapons allocation, fire planning and timing against vessels that would not remain stationary.

Philippine Hermes 450 and Hermes 900 fleets provide relevant unmanned surveillance options, although available information describes only notional Hermes tracks and does not establish which variant, sensor payload or communications pathway specifically supported the August planning sequence.

That uncertainty matters because an operational BrahMos engagement would depend upon sensor range, track continuity, data latency, communications security and resistance to electronic warfare, each potentially determining whether a firing solution remained accurate when the missile reached its terminal phase.

During the rehearsal, Marines examined who would detect the ships, how targeting information would move, which battery would receive the mission and when launch timing would best exploit a moving formation’s geometry, defensive posture and location.

This process converted the BrahMos from an isolated launcher into one node within a networked maritime strike architecture, where unmanned aircraft, coastal radar, command vehicles and mobile missile batteries collectively compress the interval between detection and engagement.

Earlier ACDC iterations combined classroom instruction with practical fire-support activity, making the August event part of a progressive training cycle intended to standardize maritime targeting, command-and-control, combined planning and tactical decision-making rather than showcase a single weapon.

No evidence provided indicates that operators fired a BrahMos, employed an armed drone or tracked real PLAN vessels during the event, and descriptions of an American-Philippine attack must therefore retain the essential qualifiers “simulated,” “notional” and “planning rehearsal.”

Nevertheless, using Chinese ship classes as scenario references reveals an increasingly threat-specific approach to Philippine coastal defence, connecting routine training directly with force structures Manila could encounter around Scarborough Shoal, the Luzon Strait or other contested approaches.

Philippine BrahMos Batteries Reshape Coastal Defence

The Philippines became the first export customer for the Indo-Russian BrahMos shore-based anti-ship missile through a government-to-government contract signed with India on January 28, 2022, valued at approximately US$375 million and covering three complete coastal-defence batteries.

Originating as a 2017 requirement and entering the Horizon 2 priority programme in 2020, the acquisition included operator instruction, maintainer training and integrated logistics support, reflecting recognition that sustained readiness requires considerably more than missiles and launcher vehicles.

The Philippine Marine Corps established its Coastal Defense Regiment around 2020 to institutionalize the maritime-denial mission, with the Shore-Based Anti-Ship Missile Battalion becoming the primary BrahMos operator and a central instrument of Manila’s Comprehensive Archipelagic Defense Concept.

Philippine personnel completed operator training in India during early 2023, while hardware deliveries began by air in April 2024, continued with the second battery arriving by sea in April 2025 and approached completion during late August 2026.

However, Manila had not publicly confirmed the third battery’s complete arrival and operational integration by August 25, making the rehearsal simultaneously a tactical development event and preparation for a force whose original procurement cycle was still concluding.

The first battery appeared publicly during the Marine Corps’ 75th anniversary on November 7, 2025, based at Naval Station Leovigildo Gantioqui in Zambales, where its engagement envelope extends toward the strategically disputed Scarborough Shoal approaches.

Open descriptions indicate each Philippine battery contains two mobile autonomous launchers carrying two ready missiles apiece, a transporter-reloader holding approximately four additional weapons, a command-and-control vehicle and a radar or detection platform supporting maritime target acquisition.

The export missile is generally credited with approximately 290 kilometres of range, near-Mach-3 velocity and inertial-plus-satellite guidance, combining rapid terminal approach with road-mobile launchers that can relocate among concealed positions and complicate adversary surveillance and pre-emptive targeting.

Its compact battery structure produces a limited ready-shot inventory, making reload vehicles, protected missile storage, route access, dispersed maintenance and survivable command links central to combat persistence if an adversary attempts counterstrikes after detecting a launch.

The August rehearsal therefore addressed BrahMos’ most consequential operational limitation: a missile’s advertised speed and range cannot independently create sea denial unless its battery receives timely tracks, survives hostile reconnaissance and maintains logistical mobility through repeated engagement cycles.

Northern Luzon Connects Scarborough, Taiwan and the First Island Chain

Camp Bojeador hosts the 4th Marine Brigade in Ilocos Norte, placing the rehearsal beside the Luzon Strait and near routes connecting the South China Sea with the Philippine Sea, rather than at the western Zambales battery site alone.

That geography links two operational maps: western Luzon faces Scarborough Shoal and the wider West Philippine Sea, while northern Luzon and the Batanes Islands overlook maritime approaches toward Taiwan and a pivotal passage through the first island chain.

Philippine planning increasingly treats both fronts as interconnected because the PLAN, China Coast Guard and supporting surveillance architecture can shift pressure between contested waters, making distributed sensors and mobile anti-ship missiles relevant across multiple axes.

BrahMos positions in Zambales can threaten surface movements near Scarborough-range waters, whereas northern sites offer access to the Luzon Strait, enabling Manila to redistribute launchers instead of relying upon a fixed defensive line or conventional blue-water fleet.

Additional coastal-defence land has been prepared or donated around Ilocos Norte, Lubang and Calayan, but road mobility means batteries need not remain permanently tied to publicly known facilities, provided routes, concealment, communications and reload support remain available.

This distributed posture exploits Philippine geography as a force multiplier, creating numerous potential firing areas that compel hostile planners to search a broad island environment while protecting warships, support vessels and amphibious routes from sudden shore-based engagements.

The nine Philippine-owned sites available for rotational American access under the Enhanced Defense Cooperation Agreement reinforce that network, particularly three northern locations facing the Luzon Strait and Balabac Island near the corridor connecting the Spratlys and Sulu Sea.

EDCA does not create sovereign American bases, yet upgraded runways, fuel capacity, warehouses and command facilities can shorten deployment timelines, support dispersed operations and enable allied systems to return rapidly during exercises, crises or authorized Philippine defence contingencies.

Typhon, NMESIS and HIMARS deployments have consequently intensified debate over whether rotational access is becoming an enduring missile posture, while Philippine officials emphasize continuing national ownership and Beijing characterizes the expanding infrastructure as outside-power militarization.

Against that contested political background, a Philippine-owned BrahMos battery offers Manila sovereign firing authority while still benefiting from American planning assistance, producing alliance interoperability without transferring ownership of the missile or formally converting Philippine territory into a foreign base.

Balikatan 2026 Demonstrated a Denser Allied Missile Architecture

The August ACDC activity followed Balikatan 2026, conducted from April 20 through May 8 with approximately 17,000 personnel from the Philippines, United States, Japan, Australia, Canada, France and New Zealand across increasingly combat-oriented defensive scenarios.

U.S. Indo-Pacific Command characterized Balikatan as a “mission rehearsal for the defense of the Philippines,” language indicating that alliance exercises had progressed beyond symbolic presence toward testing operational concepts, deployment routes and combined fires under realistic regional conditions.

Six of ten prominently reported missile activities occurred in northern Luzon, demonstrating deliberate concentration around the Luzon Strait and establishing a repeatable pattern for rapidly positioning land-based systems along maritime terrain facing Taiwan and the South China Sea.

An American Typhon battery conducted the first live Tomahawk launch from Philippine territory, firing from Tacloban toward a target more than 600 kilometres away on Luzon and demonstrating a land-based strike reach substantially beyond the Philippine BrahMos export envelope.

U.S. Marines also airlifted unmanned NMESIS launchers armed with Naval Strike Missiles into Batanes for temporary deployments and simulated maritime engagements, showing how expeditionary anti-ship units could rapidly reinforce Philippine-controlled islands near strategically important sea lanes.

HIMARS systems supported live and simulated fires across northern Luzon and Palawan, contributing to counter-landing and maritime-strike scenarios while demonstrating a common logistical advantage: launch vehicles can disperse, relocate and receive missions from external sensors.

Japan’s participation carried exceptional historical and strategic weight because Japanese combat troops deployed to the Philippines for the first time since the Second World War and conducted their first overseas live firing of Type 88 surface-to-ship missiles.

Two Japanese missiles launched from Ilocos Norte struck and sank the decommissioned corvette BRP Quezon, placing Type 88 launchers beside American NMESIS and air-defence vehicles while Beijing warned participating states that they were “playing with fire.”

Compared with Balikatan’s highly visible missile firings, ACDC 26.4 was smaller and quieter, but its drone-to-BrahMos planning addressed the essential procedural connective tissue required to integrate Philippine sovereign weapons effectively into an allied maritime-denial framework.

The resulting architecture is heterogeneous rather than centrally owned: Philippine BrahMos, American Typhon and NMESIS, Japanese Type 88 missiles, HIMARS launchers and unmanned sensors contribute different ranges, signatures and authorities to overlapping defensive engagement zones.

Strategic Consequences for China and the South China Sea

The rehearsal occurred amid sustained Chinese pressure around Scarborough, Second Thomas and Sabina shoals, where coast-guard ships, maritime militia, barriers, water cannon and close manoeuvres impose control while generally remaining below the threshold of conventional armed conflict.

Scarborough became especially consequential after Beijing declared a nature reserve there in September 2025, increased coast-guard presence and deployed additional barriers, buoys and research infrastructure, steps Manila interpreted as administrative consolidation rather than politically neutral environmental management.

Because the shoal lies within reach of a Zambales-based export BrahMos, Manila can impose potential military risk on Chinese surface forces without sailing a major combatant into the lagoon, altering the local balance while creating serious escalation-management demands.

The 1951 Mutual Defense Treaty adds strategic uncertainty because bilateral guidelines state that armed attacks on either country’s armed forces, aircraft or public vessels, including coast guards, anywhere in the South China Sea engage mutual-defence commitments and Article IV consultations.

Daily confrontations nevertheless remain calibrated beneath that line, with water cannon, blocking, batons, illumination flares and dangerous proximity generating coercive effect without necessarily producing the unambiguous armed attack that would compel a formal alliance response.

Washington and Manila are therefore constructing conventional deterrence behind continuing grey-zone competition, ensuring that if maritime coercion escalates toward naval force, Philippine territory can support distributed missiles, persistent surveillance and combined targeting rather than symbolic diplomatic protest alone.

China can counter this posture through persistent reconnaissance, electronic warfare, air and missile strikes, defensive escorts and operational dispersal, meaning the allied network’s credibility depends upon deception, hardened communications, reload survival and sustained access to replacement munitions.

Beijing’s broader response has combined Southern Theater Command patrols, naval activity east of Luzon, counter-exercises and warnings that American and Japanese deployments militarize the region, although no provided information establishes a specific Chinese reaction to the August rehearsal.

That distinction preserves analytical neutrality: the scenario clearly referenced operational Chinese ship classes, but it neither demonstrated a successful combat engagement nor proved that Philippine drones and BrahMos batteries could maintain an uninterrupted kill chain under wartime disruption.

Its strategic significance instead lies in institutional preparation, as American and Philippine Marines are transforming purchased hardware, island geography and alliance access into rehearsed procedures capable of threatening a larger navy and reshaping calculations across the first island chain.
