Iran’s Missile War Could Cost US 15 Gulf Bases, Reshape Middle East Power

Iranian missile and drone attacks have exposed critical vulnerabilities across America’s Persian Gulf base network, potentially forcing the Pentagon to disperse forces westward and redesign its Middle East military posture.

(DEFENCE SECURITY ASIA) — Iranian missile and drone attacks have reportedly rendered numerous United States facilities across the Persian Gulf unreliable, confronting Washington with a potentially permanent loss of regional access and the most consequential restructuring of American Middle East force posture in decades.

Retired four-star United States Army General Barry McCaffrey assessed that American forces have “probably permanently lost access to 15 Persian Gulf bases,” although this remains his professional judgment rather than a confirmed Pentagon determination or announced host-nation decision.

McCaffrey, an MS NOW national security analyst, further argued that Iran is “now poised to control access to the Gulf States,” highlighting how surviving missile inventories and maritime disruption could generate strategic leverage despite Tehran’s substantial conventional losses.

His assessment depicts a “strategic stalemate” in which overwhelming American strike power degraded Iran’s military infrastructure without eliminating its ability to impose operational costs against exposed bases, vulnerable logistics networks, commercial shipping and regional access agreements.

The Trump administration and Pentagon are consequently evaluating whether damaged installations should be reconstructed, reduced or replaced by a smaller, dispersed architecture extending westward through Saudi Arabia, Jordan, Israel, southern Europe and more distant Indian Ocean facilities.

Although no formal force posture review has been announced by Defense Secretary Pete Hegseth, Pentagon officials reportedly describe the examination as “prudent planning,” indicating that preliminary contingency development could later shape basing, reconstruction and regional deterrence decisions.

The review follows Operation Epic Fury, the joint United States campaign launched alongside Israel’s Operation Roaring Lion on February 28, 2026, after escalating confrontation over Iran’s nuclear programme, ballistic missiles, attack drones and regional military activities.

American forces claimed extensive battlefield results after striking more than 13,000 targets and flying over 10,000 sorties, but Iranian retaliation exposed the concentrated fuel, maintenance, communications, air-defence and accommodation infrastructure underpinning sustained United States combat operations.

Washington therefore confronts a difficult distinction between destroying Iranian platforms and neutralising Iran’s coercive capacity, because residual missiles, one-way attack drones, maritime forces and geographic proximity can continue threatening fixed installations faster than America can economically harden them.

The reported destruction of more than 200 American facilities, including hangars, barracks, radars, fuel storage, satellite communications nodes and air-defence systems, transformed rear-area infrastructure into a contested battlespace rather than a protected foundation for forward combat power.

This vulnerability extends beyond physical damage because evacuated personnel, interrupted maintenance, displaced aircraft, longer supply routes and uncertain host-nation access collectively reduce sortie generation, maritime persistence and crisis responsiveness even when frontline weapon systems remain operational.

The emerging question is consequently not whether the United States retains superior military power, but whether that power can be generated, supplied and politically sustained from a Gulf basing network now exposed to affordable, repeatable Iranian precision attacks.

Fifteen Bases at Risk as Iran Rewrites Gulf Access

McCaffrey’s estimate covers roughly 15 United States-used bases and facilities struck heavily during the conflict, yet the number considered permanently inaccessible remains uncertain because physical usability, political permission and operational reliability represent different measurements of access.

Before the war, United States Central Command maintained approximately 35,000 to 40,000 personnel across nearly 20 sites between Jordan and Oman, creating a dense network supporting air operations, maritime security, intelligence collection, logistics distribution and regional command functions.

Its principal hubs included Naval Support Activity Bahrain, headquarters of the United States Fifth Fleet, major Army and Air Force infrastructure in Kuwait, Al Udeid Air Base in Qatar, and additional facilities across Saudi Arabia and the United Arab Emirates.

This architecture delivered proximity, capacity and coalition connectivity, but Iran’s attack campaign demonstrated that concentrated bases within missile range could become operational liabilities when predictable coordinates allowed coordinated salvos against fuel farms, runways, aircraft shelters, radars and communications systems.

Six American service members were reportedly killed at Kuwait’s Port Shuaiba during March 2026, with additional fatalities later recorded elsewhere, illustrating how logistics installations previously treated as supporting infrastructure became direct targets carrying battlefield-level personnel and readiness risks.

Many installations were partially or fully evacuated before expected Iranian attacks, preserving personnel and aircraft but interrupting the operational rhythm those bases existed to sustain, while repeated dispersal increased maintenance complexity, transport demand and dependence upon resilient communications.

Some temporary reductions may therefore become permanent, particularly where reconstruction would restore large signatures and concentrated capacity without changing the adversary’s targeting equation, leaving expensive facilities vulnerable to renewed missile, drone or sabotage campaigns during another crisis.

Iran need not occupy Gulf territory to influence access because persistent strike risk can raise insurance, construction, force-protection and political costs until host governments limit American operations or Washington independently concludes that continuous deployment has become strategically inefficient.

Conversely, McCaffrey’s warning that Iran could control Gulf-state access should not be interpreted literally without qualification, because Tehran’s degraded conventional forces, contested maritime capacity and vulnerability to renewed American strikes constrain its ability to exercise uncontested regional dominance.

The more defensible conclusion is that Iran has gained denial leverage over exposed infrastructure, enabling Tehran to complicate American access and operational tempo without defeating United States forces conventionally or securing political control over the sovereign decisions of Gulf governments.

Pentagon Weighs a Smaller, Dispersed Force Posture

The Pentagon policy office, Joint Staff and CENTCOM are examining alternatives reportedly supported by CENTCOM Commander Admiral Brad Cooper, including relocating capabilities farther west where Iranian short-range missiles and one-way attack drones would face greater distance, warning and penetration requirements.

Potential destinations include western Saudi Arabia, Jordan, Israel and southern Europe, while Saudi facilities near the Red Sea could preserve regional reach without maintaining the same concentration of American assets immediately beside the Persian Gulf and Iranian launch areas.

Prince Sultan Air Base near Riyadh could absorb selected capabilities because its inland position provides greater defensive depth, although concentrating forces there would recreate lucrative target density unless dispersal, hardened shelters, redundant command systems and layered air defence accompanied any expansion.

Highly exposed sites in Kuwait could be closed or sharply reduced, reflecting their proximity to Iran and limited warning time, but retrenchment would weaken established logistics corridors connecting ports, pre-positioned equipment, ground forces and air operations throughout CENTCOM’s theatre.

Bahrain could retain essential naval command functions while relocating command-and-control infrastructure underground, yet hardening alone cannot guarantee continuity because electrical supply, data links, port access, accommodation and surface logistics remain vulnerable to missiles, drones and covert disruption.

A genuinely distributed posture would require smaller temporary outposts, rotational deployments, rapid aircraft dispersal, alternate runways, mobile refuelling and maintenance teams, decoy installations and communications capable of surviving electronic warfare, cyberattack and the destruction of primary headquarters.

Such distribution reduces the payoff from striking any single location, but it also multiplies security, transport, staffing and coordination requirements, meaning survivability can improve while daily operating costs, logistics friction and dependence upon host-nation permissions simultaneously increase.

Expanding the American presence in Israel could provide advanced infrastructure and operational proximity, although reported internal concerns regarding intelligence exposure demonstrate that alliance cooperation does not eliminate counterintelligence, technology-security or political risks surrounding sensitive United States capabilities.

Reliance on southern European bases would place high-value assets beyond many Iranian short-range systems, but longer distances would demand additional tankers, aircrews, spare parts, staging locations and diplomatic overflight permissions, reducing responsiveness during rapidly developing missile or maritime crises.

The eventual posture may therefore combine selective Gulf hardening with western redistribution rather than produce a complete withdrawal, preserving regional access while reducing the concentrated infrastructure that allowed Iran to attack American operational endurance through fixed, repeatedly targetable locations.

Diego Garcia Becomes the Logistics Centre of Gravity

Damage affecting Kuwait, Bahrain and Al Udeid reportedly shifted a growing share of naval resupply toward Diego Garcia, making the distant Indian Ocean facility increasingly important while demonstrating how regional base attrition can transfer operational pressure onto fewer, more remote logistics nodes.

Accounts suggesting some transit times approximately tripled indicate that distance itself has become an Iranian operational effect, because every additional sailing or flying hour consumes fuel, crew endurance, maintenance capacity and transport availability before supplies reach frontline forces.

Longer routes also expose replenishment schedules to intelligence collection, weather disruption, mechanical failure and maritime interception, while requiring additional escorts, tankers and inventory buffers that compete with combat forces for finite platforms, personnel and protected communications bandwidth.

Aircraft operating from Europe or distant Indian Ocean facilities would need greater aerial-refuelling support, converting tanker availability into a central constraint because refuellers are scarce, highly observable and operationally indispensable for sustaining long-range strike, surveillance and combat-air-patrol missions.

Maritime forces face comparable pressure because carrier strike groups require fuel, aviation ordnance, food, components and specialised repairs, while underway replenishment imposes weather, scheduling, deck-handling and protection limitations that become increasingly consequential during prolonged high-tempo combat operations.

The United States can compensate through pre-positioned stocks and distributed supply points, but dispersed inventories require additional surveillance, air defence, handling equipment and transportation, creating a wider logistics footprint whose smaller components remain vulnerable to cumulative disruption.

Iran’s campaign therefore attacked operational tempo indirectly, imposing readiness costs without consistently penetrating every layer protecting American combat platforms, because destroying a fuel depot, radar or repair node can constrain multiple aircraft and ships simultaneously at substantially lower cost.

Diego Garcia’s growing importance may also make it a more valuable target for cyber operations, sabotage, long-range weapons or political pressure, demonstrating why transferring dependence from several Gulf hubs to one distant sanctuary cannot by itself create resilient logistics.

A durable network would require redundant European, Red Sea and Indian Ocean routes, afloat pre-positioning, mobile repair capacity, protected fuel distribution and interoperable allied facilities, allowing commanders to reroute support when individual ports, airfields or communications nodes become unavailable.

Logistics consequently becomes the decisive measure of America’s revised force posture, because platforms positioned safely beyond Iranian missile range provide limited deterrence unless commanders can move weapons, fuel, intelligence and maintenance support forward quickly enough to influence events.

Operation Epic Fury Won Battles but Exposed Strategic Limits

Operation Epic Fury began with cyber and space effects intended to disrupt Iranian sensors and communications before Tomahawk missiles, carrier aircraft, bombers, fighters, electronic-warfare platforms and one-way attack drones conducted a synchronised, multidomain assault across Iran.

The opening campaign reportedly struck more than 1,000 targets within 24 hours and approximately 1,700 during 72 hours, concentrating initially upon Islamic Revolutionary Guard Corps command nodes, air defences, missile facilities, naval bases, airfields and military communications.

American operations included carrier aircraft from USS Abraham Lincoln and USS Gerald R. Ford, long-range B-2 missions from the continental United States, B-52 and B-1 bombers, and F-35, F-22, F-15 and F-16 combat aircraft.

A strike on Supreme Leader Ayatollah Ali Khamenei’s compound reportedly killed Khamenei and several senior officials, with Mojtaba Khamenei later succeeding him, although the wider political consequences of leadership decapitation remained less decisive than the immediate tactical disruption.

United States assessments claimed approximately 80 percent of Iranian air defences were degraded or destroyed, much of Iran’s navy was sunk or disabled, and substantial missile, drone, command-and-control and defence-industrial infrastructure suffered severe destruction.

These figures remain claims subject to incomplete independent verification, particularly because battlefield damage assessments, surviving mobile launchers, concealed inventories and repair capacity are difficult to determine during continuing conflict, while Iranian and American narratives serve competing strategic objectives.

Iran nevertheless sustained retaliatory missile and drone attacks against facilities in Kuwait, Bahrain, Qatar, the United Arab Emirates, Saudi Arabia and Jordan, causing casualties and infrastructure damage despite the scale of American attacks against Iranian launch networks.

This outcome underscores the difficulty of eliminating dispersed missile forces quickly, because mobile launchers, underground storage, decoys, pre-programmed targeting and redundant command arrangements can preserve retaliatory capacity even when central headquarters and production facilities suffer extensive damage.

The campaign achieved major kinetic effects but did not produce cost-free dominance, as Iran converted surviving systems and geographic proximity into pressure against the logistics architecture required to sustain America’s larger and technologically superior expeditionary force.

Epic Fury consequently changes future planning assumptions by demonstrating that tactical destruction measured through targets struck, ships disabled or air defences suppressed cannot alone determine strategic success when the adversary retains enough denial capacity to degrade access and endurance.

Strategic Stalemate Reshapes Gulf Deterrence

An early-April ceasefire was followed by attempted de-escalation and a June memorandum of understanding, yet repeated disputes over commercial shipping, transit arrangements, residual Iranian weapons and nuclear issues contributed to intermittent fighting and continuing instability through August 2026.

Washington stated that Epic Fury’s original objectives had been accomplished, while Iran’s remaining ability to threaten shipping and regional facilities complicated that declaration, illustrating the difference between completing campaign tasks and securing a stable, enforceable post-war political settlement.

Security around the Strait of Hormuz remains central because disruption affects global energy markets, shipping costs and allied confidence, while Iranian asymmetric capabilities can generate economic consequences disproportionate to the number or sophistication of weapons successfully employed.

A reduced Gulf footprint could lower American exposure and reconstruction costs, but regional governments might interpret substantial withdrawals as declining commitment, potentially encouraging independent military hedging, accommodation with Tehran or accelerated acquisition of missiles and advanced air-defence systems.

Maintaining the former posture, however, could invite repeated attacks against predictable infrastructure and force Washington to spend heavily defending or rebuilding facilities whose concentration contradicts evolving doctrine favouring agile, distributed and resilient combat operations.

Early reconstruction damage was estimated at approximately US$5 billion, while projected war costs could reach around US$37.5 billion by late September 2026 excluding reconstruction, making basing architecture a fiscal question inseparable from military effectiveness and political sustainability.

The review also aligns with the Trump administration’s preference for smaller permanent overseas deployments and greater allied burden-sharing, although requiring partners to assume additional responsibility may expose differences in threat perception, capability, financing and willingness to confront Iran.

No final decisions had been announced by late August, leaving future posture contingent upon the conflict’s end-state, host-nation agreements, residual Iranian capabilities, reconstruction costs, Strait of Hormuz security and competing American priorities in Europe and the Indo-Pacific.

Strategic signalling will depend upon whether redistribution appears deliberate or forced, because a resilient westward posture could demonstrate adaptation, whereas an uncoordinated retreat could reinforce Tehran’s narrative that sustained missile pressure successfully displaced American forces from the Gulf.

The lasting consequence may be a new regional military geometry in which America retains long-range strike superiority but operates through fewer permanent bases, while Iran relies upon dispersed missiles, drones and maritime disruption to contest access without seeking conventional parity.
