HIMARS Near Sabah: Why the Balabac Military Build-Up Matters to Malaysia

The expanding US-Philippine military footprint on Balabac could enable rapid HIMARS deployments, strengthen maritime deterrence and reshape Malaysia’s security calculations across Sabah, the Sulu Sea and the South China Sea.

(DEFENCE SECURITY ASIA) — The United States and the Philippines are transforming Balabac Island into an air-maritime logistics node capable of receiving rotational forces, larger aircraft, naval vessels, prepositioned equipment, and mobile weapons near the South China Sea.

For Malaysia, the development matters because Balabac Strait connects the South China Sea with approaches toward the Sulu and Celebes Seas, placing expanding military infrastructure beside maritime spaces directly relevant to Sabah’s security environment.

Balabac Island lies immediately north of Sabah, across the Balabac Strait, positioning it near Malaysia’s eastern maritime approaches connecting the South China Sea, Sulu Sea and Celebes Sea.

The publicly documented plan does not establish Balabac as a permanent American missile base, but it creates the runway, waterfront access, command facilities, storage, utilities, and accommodation required to introduce combat systems rapidly.

Under the Enhanced Defense Cooperation Agreement, Balabac remains a Philippine facility controlled by the Armed Forces of the Philippines, while American personnel receive rotational access for agreed construction, exercises, equipment prepositioning, and operational cooperation.

This legal arrangement separates sovereignty from military utility: Washington does not own the island, yet American forces could use prepared infrastructure to shorten deployment timelines during exercises, humanitarian emergencies, or an escalating regional contingency.

The emerging complex combines Catagupan’s 3,000-metre dual-use runway with Naval Station Narciso del Rosario, where a larger pier, beaching ramp, and staging area are intended to improve sealift and naval access.

During Balikatan 2026, American, Philippine, and Australian forces conducted an airfield-seizure drill at Catagupan, demonstrating that the runway already possessed operational value for regional contingencies despite reports that formal commissioning remained incomplete.

American troops separately landed an M142 HIMARS from a large landing craft, fired an M28A1 Reduced Range Practice Rocket, and withdrew, validating temporary deployment mechanics rather than confirming permanent missile or launcher placement.

United States Army Secretary Dan Driscoll called the firing a demonstration of deterrence and Balabac Strait security, explicitly connecting expeditionary land-based fires with control of maritime approaches into the Sulu and Celebes Seas.

Philippine Defense Secretary Gilberto Teodoro has said the air and naval sections should form a contiguous complex after additional land acquisition, indicating a planned force posture integrating air mobility, sealift, command, surveillance, and logistics.

No disclosed inventory confirms GMLRS, ATACMS, Precision Strike Missile, Tomahawk, NMESIS, BrahMos, or another combat missile permanently stationed on Balabac, and claims describing an operational American strike base therefore exceed available evidence.

The immediate question for Malaysia is consequently not whether Balabac currently threatens Sabah, but how quickly its completed infrastructure could accommodate armed deployments and alter military activity around Malaysia’s eastern maritime approaches.

What Washington and Manila Are Building on Balabac

Catagupan Airport occupies approximately 300 hectares and includes a roughly 3,000-metre runway described as capable of handling Airbus-class aircraft, suggesting capacity for large transports and airliners beyond light patrol or utility platforms.

The Philippine-funded runway predates Balabac’s 2023 EDCA designation, originating from a 2018 agreement between Palawan authorities and the Philippine Air Force to create a joint-use civilian airfield and southern forward operating base.

This distinction is strategically important because the runway is not an American construction project, although EDCA access could allow United States aircraft, personnel, supplies, and equipment to exploit the Philippine-built facility rotationally.

Reported progress moved from approximately 41 percent in October 2020 to around 89 percent by July 2024, while continuing inspections and construction showed that operational use preceded the airfield’s formal completion.

A command-and-control building with an integrated antenna tower was under construction during the June 2025 inspection, revealing plans for communications and operational coordination rather than an isolated runway serving only transportation requirements.

Other planned facilities include a humanitarian-assistance and disaster-relief warehouse, barracks, billeting, and forward-base support buildings, creating dual-use capacity that could sustain disaster operations or rotational military deployments during a crisis.

Across the four EDCA locations added in 2023, proposed American-funded work included hangars, warehouses, accommodation, a mess hall, command systems, pier improvements, water supply, electrical infrastructure, generators, and support facilities.

Those projects were not publicly divided into a definitive Balabac-specific list, requiring caution when identifying which structures Washington will fund and preventing nationwide EDCA plans from being presented as completed island facilities.

Nevertheless, the infrastructure categories reveal the operational concept: build reception, storage, communications, accommodation, power, water, and cargo-handling capacity so rotational forces can arrive with less dependence upon distant established bases.

For Sabah-facing security calculations, Catagupan’s significance lies in increased regional mobility and surveillance potential, although no permanent Philippine fighter unit, American aviation detachment, or armed aircraft allocation has been publicly announced there.

Which Weapons Have Actually Appeared on the Island

The only publicly confirmed American missile-related deployment on Balabac Island involved an M142 HIMARS assigned to the 5th Battalion, 3rd Field Artillery Regiment during Balikatan exercises on 2 May 2026.

A Runnymede-class large landing craft carried the launcher ashore, allowing troops to establish a temporary firing position, launch a training round, and extract the system through the same littoral route.

The weapon fired was an M28A1 Reduced Range Practice Rocket, not a combat GMLRS round, ATACMS, Precision Strike Missile, anti-ship missile, or another long-range munition capable of striking distant operational targets.

Its strategic value came from validating a “move, shoot, move” cycle across an island environment, where launchers can arrive unexpectedly, exploit temporary firing positions, and depart before an opponent completes its targeting process.

This mobility complicates intelligence, surveillance, and reconnaissance because an opposing force must monitor landing beaches, roads, airfields, concealment sites, staging areas, and maritime transports instead of targeting one permanent missile installation.

The demonstration also proved that Balabac’s coastline can support the movement of heavy mobile launchers, making the naval beaching ramp and staging infrastructure potentially important to future expeditionary land-based fires.

However, the launcher’s departure is as important as its arrival because the exercise demonstrated transient deployment, while providing no evidence that HIMARS equipment or an operational missile stockpile remained on the island.

A separate Palawan counter-landing exercise used four reduced-range practice rockets, but inconsistent location descriptions mean it cannot reliably be treated as another confirmed Balabac weapon deployment or permanent ammunition package.

Typhon, NMESIS, and Japanese Type 88 anti-ship systems operated at other Philippine locations during the wider exercise season, meaning their presence elsewhere cannot establish that equivalent weapons were placed on Balabac.

Malaysia should therefore assess the HIMARS event as a demonstrated deployment pathway near Sabah’s broader maritime environment, not evidence that American long-range missiles have already been permanently emplaced opposite Malaysian territory.

What Weapons Balabac Could Support in a Future Crisis

HIMARS is a launcher platform whose operational effect depends upon its loaded munition, allowing the same vehicle to support training rockets, guided rockets, short-range ballistic missiles, or emerging longer-range weapons configurations.

Publicly known compatible weapons for different mission requirements include GMLRS rockets reaching approximately 70–92 kilometres, ATACMS at around 300 kilometres, and Precision Strike Missile Increment 1 within the approximately 499-kilometre class.

Those specifications demonstrate theoretical reach from an expeditionary position, but launcher compatibility alone does not prove that any combat round was delivered, stored, assigned, or authorised for use from Balabac.

A future maritime-seeking Precision Strike Missile variant could provide mobile anti-ship capability, yet it remained in testing or rapid-fielding status during 2026 and was not identified as a Balabac deployment.

The long Catagupan runway could potentially receive transport aircraft carrying personnel, vehicles, sensors, ammunition, or support equipment, although runway length alone cannot prove planned delivery of any particular weapon system.

Similarly, the naval beaching ramp permits landing craft to discharge heavy vehicles and cargo, creating a second deployment route that could sustain mobile missile batteries without relying exclusively upon vulnerable or capacity-limited airlift.

The planned pier could accommodate frigate- or destroyer-sized vessels according to project drawings, but no named Philippine or American major combatant has been publicly assigned to Balabac as a permanent homeported ship.

No announcement places Philippine BrahMos batteries, FA-50 combat aircraft, Super Tucanos, American Typhon launchers, NMESIS vehicles, operational HIMARS missiles, or permanent combat aviation units as permanently based equipment at the developing complex.

The military consequence is therefore latent capacity: Balabac may eventually enable rapid weapons introduction, dispersal, resupply, and withdrawal while preserving political ambiguity about what will remain stored during routine conditions.

For Malaysian defence planners, differentiating proven capability from assumed intention will be essential because overstatement could distort Sabah threat assessments, while ignoring the island’s growing deployment capacity could underestimate crisis-time force flows.

Logistics and Naval Access Make Weapons Placement Credible

Naval Station Narciso del Rosario previously supported small patrol boats, but the new concrete pier or causeway is depicted as capable of receiving much larger vessels, expanding potential resupply, replenishment, and temporary berthing options.

The beaching ramp and staging area are operationally central because they allow landing craft and trucks to move construction machinery, military vehicles, engineering stores, fuel, supplies, and mobile launchers directly ashore.

Balabac’s remoteness makes this logistics architecture more consequential than any single exercise weapon, because combat systems cannot sustain operations without ammunition storage, fuel, maintenance, power generation, communications, water, accommodation, and protected resupply.

The reported sequencing prioritised the beach ramp before the pier, reflecting a practical requirement to land heavy materials needed for subsequent construction and eventually support larger or more persistent military deployments.

Teodoro has described the naval station as intended to deter foreign surveillance along an international route, although meaningful deterrence would require sensors, patrol forces, secure communications, response procedures, and sustained operational presence.

Integrating the waterfront with Catagupan could create a joint reception complex where cargo arrives by sea, transfers through ground staging areas, and supports aircraft, surveillance units, mobile launchers, or humanitarian operations from one location.

American funding of approximately US$82 million for original EDCA locations and later requests involving US$128 million for 36 nationwide projects demonstrates broader investment, but does not provide a transparent Balabac-specific spending breakdown.

Published estimates of US$3.1 million for the runway and US$5.5 million for naval elements may cover partial contracts, creating uncertainty over the full financial scale of the island’s interconnected military infrastructure.

EDCA permits prepositioning of equipment, supplies, and materiel while prohibiting nuclear weapons, yet no public inventory today identifies American combat missiles stored inside an ammunition facility or warehouse on Balabac.

Balabac should consequently be understood as an emerging logistics platform that makes temporary weapons placement increasingly credible, while remaining distinct from a permanently armed fortress possessing disclosed missile units, magazines, and assigned combat formations.

Why Balabac Matters to Malaysia and Sabah

Balabac’s location beside the passage linking the South China Sea with the Sulu and Celebes Seas gives the developing complex relevance to Sabah, even without evidence that Malaysia constitutes its operational target.

Expanded surveillance, airlift, naval access, and rotational deployments could increase military traffic around maritime approaches relevant to eastern Malaysia, requiring Kuala Lumpur to maintain awareness of exercises, force movements, and crisis-response patterns.

For Malaysia, the principal impact is a changing regional force posture in which Philippine-controlled infrastructure can receive American capabilities faster, sustain them longer, and reposition them through air and littoral routes near Sabah.

That capacity could improve humanitarian assistance, disaster response, maritime monitoring, and cooperative security, while also making Balabac more prominent during strategic competition or a South China Sea confrontation involving external powers.

A denser allied presence may generate additional surveillance and counter-surveillance activity across connecting sea lanes, increasing the importance of distinguishing routine patrols, training movements, crisis reinforcement, and preparations for combat operations.

Mobile missile deployments would create particular uncertainty because launchers could arrive temporarily by landing craft or transport aircraft, operate from dispersed positions, and depart without producing the footprint of a permanent battery.

Malaysia would therefore need to monitor enabling infrastructure alongside weapon sightings, since warehouses, fuel systems, communications, pier access, staging areas, and accommodation often reveal operational capacity more accurately than episodic launcher appearances.

The absence of permanently confirmed missiles reduces grounds for describing Balabac as an immediate direct threat to Sabah, but it does not remove the strategic significance of increasingly rapid military reinforcement nearby.

Balabac could also acquire greater targeting and surveillance importance during a wider confrontation, potentially intensifying military activity around adjacent maritime corridors even if Malaysian territory remains outside the parties’ declared operational objectives.

The measured conclusion is that Washington and Manila are building access, logistics, command, and deployment capacity rather than announcing a permanent missile arsenal, yet that capacity could still reshape Sabah’s surrounding security environment.

The command-and-control building and integrated antenna tower under development at Catagupan indicate that Balabac is intended to support communications and operational coordination, potentially improving information-sharing between Philippine units and rotational American forces.

Combined with maritime patrol aircraft, naval vessels and ground-based observation assets, this architecture could strengthen awareness of movements through Balabac Strait and the adjoining approaches connecting the South China Sea, Sulu Sea and Celebes Sea.

For Malaysia, improved Philippine and American surveillance could contribute positively to maritime awareness, emergency response and monitoring of cross-border activity, although the precise sensors, coverage areas and information-sharing arrangements have not been publicly detailed.

The same infrastructure could also attract intensified foreign reconnaissance and electronic monitoring, turning Balabac into a more closely observed military node whose communications, aircraft movements and naval activity become indicators of wider regional intentions.

This increased intelligence competition could extend across maritime spaces relevant to Sabah, producing denser patterns of surveillance and counter-surveillance even when Malaysia remains outside any confrontation’s declared operational objectives.

Malaysia would therefore need to distinguish routine monitoring, humanitarian coordination and scheduled exercises from unusual force movements indicating reinforcement, dispersal or preparations for operations during a deteriorating South China Sea security crisis.

The effectiveness of Balabac’s surveillance role will ultimately depend upon the sensors installed, their detection ranges, communications security, data-processing capacity and integration with Philippine or American maritime-domain awareness networks.

Activity around warehouses, generators, fuel facilities, antenna systems, aircraft parking areas and the naval staging zone could provide Malaysian analysts with indirect indicators of whether Balabac is supporting routine patrols or elevated operations.

Because no detailed Balabac sensor inventory has been disclosed, assessments of coverage toward Sabah must remain conditional, separating the demonstrated existence of command infrastructure from assumptions about its technical reach and intelligence-collection mission.

Balabac’s expanding surveillance potential consequently introduces both cooperative opportunities and strategic uncertainty for Malaysia, making sustained situational awareness essential as the island develops into a more capable air-maritime operating hub north of Sabah.
