The early September 2026 decision advances negotiations for one approximately 4,000-ton multi-mission frigate, integrated logistics support, equipment, training, spare parts and associated services, although it does not yet constitute a signed contract.
Valued at US$509 million, the fixed-price package covers taxes, transport and insurance under Delivered at Place terms to Sattahip Naval Base, or another location, while customs duties remain exempt.
Prime Minister Anutin Charnvirakul and the Permanent Secretary for Defence approved the evaluation results, with the Royal Thai Navy planning a formal briefing on September 18 after completion of the statutory appeal period.
Hanwha defeated five submitted proposals from South Korea, Spain, Singapore and Türkiye, transforming a single-hull acquisition into a strategic contest over combat-system architecture, industrial access, technology transfer and Southeast Asian naval influence.

The selection favoured delivery confidence and fleet commonality despite rival offers advertising greater Thai construction content, underscoring how lifecycle reliability, integration risk and operational familiarity can outweigh headline offset percentages in complex warship procurement.
Hanwha’s OCEAN-40F evolves the DW-3000F design underlying HTMS Bhumibol Adulyadej, allowing Thailand to expand combat power without completely rebuilding training pipelines, maintenance knowledge, spare-parts inventories or established Korean support relationships.
That continuity carries strategic value because Thailand intends to expand its high-performance frigate force from four vessels to eight by 2037, distributing four warships across both the Gulf of Thailand and Andaman Sea.
The programme addresses more than hull replacement: it connects dual-coast security, ageing-fleet renewal, blue-water reach, domestic shipbuilding ambitions and counter-drone survivability within one force-development decision extending across governments.
Hanwha describes the design philosophy as “Larger, Lethal, Legendary,” a formulation reflecting additional displacement, greater weapons capacity and future growth margin while leveraging the operational record of Thailand’s existing South Korean-built frigate.
However, unresolved propulsion details, final missile quantities, unmanned-system inclusion and possible growth items mean the preferred-bidder announcement establishes negotiating leverage and strategic direction, not a definitive account of the eventual ship’s combat configuration.
Questions raised by Thai politicians and analysts about technical scoring, local content and bidder screening also place transparency at the programme’s centre, requiring the navy’s September briefing to distinguish documented evaluation results from political allegations.

OCEAN-40F Firepower Builds a Layered Maritime Combat System
At 124 metres long, 14.4 metres wide and 4.3 metres in draft, the OCEAN-40F displaces about 4,000 tons fully loaded, providing roughly 250 tons of capacity over its predecessor.
That larger hull creates physical and electrical growth margins for new sensors, weapons and future upgrades, while supporting more than 145 personnel and improving endurance for sustained operations beyond Thailand’s immediate littoral approaches.
Reported propulsion information remains inconsistent between combined diesel-and-gas and all-diesel arrangements, but an indicated maximum speed of 27 knots and estimated 4,500-to-5,000-nautical-mile range would support credible blue-water deployment.
The proposed Naval Group SETIS combat-management system would integrate a European combat suite, marking Hanwha’s first Thai frigate offer built around French command architecture and MBDA missiles rather than Korean mission systems.
A rotating Hensoldt TRS-4D active electronically scanned array radar would provide three-dimensional surveillance against aircraft, missiles and small unmanned aerial vehicles, feeding engagement-quality information into the ship’s layered defensive network.
SeaEagle fire-control and electro-optical directors, paired with the ES-3601 radar electronic-support system, would strengthen passive detection, target identification and weapon cueing when emissions control or electronic warfare conditions complicate conventional radar operations.
The planned 16-cell vertical launch system for MBDA VL MICA NG missiles creates the principal local-area air-defence layer, while two remotely operated SIMBAD RC launchers provide close-range Mistral coverage forward and aft.
Exocet MM40 Block 3c missiles would give the frigate over-the-horizon anti-ship and coastal-strike options, enabling Thailand to threaten hostile surface formations and selected land targets from distributed positions across two strategically different maritime theatres.
A Leonardo-type 76mm Super Rapid gun and two 30mm remote weapon stations would handle surface threats, asymmetric craft and drones, preserving expensive missiles for targets whose speed, altitude or manoeuvrability demands guided interception.
Torpedo launchers, acoustic decoys and four reported Lacroix SYLENA decoy launchers would complete a multi-domain defensive package, although final weapon quantities and interfaces remain subject to contract negotiations rather than confirmed operational configuration.

Drone Warfare and Undersea Threats Drive the New Frigate Design
Thailand’s requirement reflects a battlespace increasingly populated by inexpensive unmanned aircraft, surface craft and underwater vehicles, whose numerical scale can exhaust traditional missile magazines and expose warships lacking layered sensors or affordable interceptors.
The OCEAN-40F consequently combines hard-kill 30mm gunfire with radio-frequency jamming and satellite-navigation spoofing, creating multiple defeat mechanisms against small drones while reserving VL MICA NG missiles for more demanding aerial threats.
Its TRS-4D radar is central to this architecture because detecting low-flying, low-signature targets early determines whether commanders can classify threats, assign proportionate weapons and avoid saturation at the ship’s shortest defensive ranges.
The proposed sonar suite adds hull-mounted and towed-array sensors, expanding detection opportunities against submarines across varying acoustic conditions while allowing the frigate’s helicopter to extend search and attack coverage beyond shipborne detection horizons.
An intercept sonar intended to identify combat divers and small unmanned underwater vehicles addresses threats near anchorages, ports and constrained approaches, where conventional anti-submarine sensors may not adequately resolve slow or compact intruders.
The flight deck and hangar can support a medium helicopter, probably an S-70B Seahawk or equivalent, preserving common aviation practices while adding an airborne sensor and weapons node for anti-submarine and surface surveillance missions.
Exhibition imagery has also depicted CAMCOPTER S-100 vertical-take-off unmanned aircraft and unmanned surface vessels, but their appearance around the design does not establish inclusion within Thailand’s initial US$509 million procurement package.
Inclined surfaces, an enclosed integrated mast, infrared-suppression coatings, exhaust silencers, degaussing and reduced underwater radiated noise collectively seek to delay hostile detection across radar, infrared, magnetic and acoustic sensing domains.
These survivability measures cannot make a frigate invulnerable, but they can compress an adversary’s targeting timeline, complicate weapon-quality tracking and improve the effectiveness of decoys, jamming, manoeuvre and layered defensive fire.
The enlarged design therefore converts growth margin into operational resilience, enabling later counter-unmanned, electronic-warfare or sensor improvements as threats evolve, although no directed-energy weapon or additional future system has been contractually confirmed.
Fleet Commonality Outweighed More Ambitious Rival Offers
Six companies submitted bids after eleven were invited, producing proposals from Hanwha Ocean, HD Hyundai Heavy Industries, Navantia, ST Engineering, ASFAT and TAIS Shipyards before technical, industrial, qualification and price assessments began.
Five other invited suppliers—Damen, Fincantieri, SK Oceanplant, China’s CSTC and Russia’s Rosoboronexport—either withdrew or missed the deadline, narrowing the competitive field without eliminating significant diversity in ship size and system architecture.
HD Hyundai promoted a customised HDF-3600 or HDF-3600TH, emphasising recent South Korean Navy experience, Philippine export performance, joint construction, technology transfer and approximately 40 percent Thai content, twice the stipulated minimum.
Navantia proposed its smaller Alfa 3000 with construction in Thailand from the first vessel, extensive technology transfer, counter-drone features and an offset package reportedly valued at three times the project’s headline value.
Türkiye’s ASFAT partnered with United Defense Technology around an I-class or MILGEM-derived frigate, while TAIS reportedly advanced a Bora-class-type design, positioning established production lines and Thai industrial participation as cost-effective alternatives.
ST Engineering brought prior Thai experience through delivery of the landing platform dock HTMS Angthong, although detailed public information concerning its precise frigate configuration remained limited compared with several more openly promoted competing designs.
Reported evaluation methodology placed overwhelming weight on technical performance, with one Thai analysis describing a 90-to-10 technical-price split and offsets accounting for about 15 percent within the broader technical assessment framework.
Hanwha reportedly met the required 20 percent local construction threshold rather than matching higher rival offers, indicating evaluators assigned decisive value to proven delivery, design continuity and manageable integration across the vessel’s lifecycle.
Successful delivery of HTMS Bhumibol Adulyadej in 2018, its 2019 commissioning and support from South Korean defence institutions provided evidence of execution capacity, while exercises, port visits and exchanges reinforced bilateral operating familiarity.
For Thailand, selecting an evolved design can reduce conversion costs and technical uncertainty across crews, dockyards and inventories; for Hanwha, that installed base creates commercial advantage potentially extending through several follow-on ships and decades of support.
Transparency Questions Shadow the Preferred-Bidder Decision
Some Thai media, analysts and an opposition legislator questioned aspects of the technical scoring, citing reported concerns involving the main gun, missile ranges, radar arrangement, electronic-warfare suite, infrared search-and-track capability and local participation.
Questions were also raised about a Royal Thai Navy visit to Hanwha’s shipyard and whether competing proposals fully passed technical screening, making procedural credibility strategically important to sustained parliamentary and public support for funding.
The navy denied irregularities, stressed that six bids exceeded the statutory minimum of three and noted that independent civil-society observers monitored the procurement through an integrity pact intended to strengthen accountability throughout evaluation.
No formal complaint had been filed when Hanwha was selected, meaning the criticisms remain allegations and interpretations rather than established procurement violations, while the statutory appeal period provides a defined channel for contesting the result.
The September 18 briefing is expected to clarify evaluation criteria and scoring, potentially revealing how decision-makers balanced specification-level differences against delivery history, commonality, industrial outcomes, cost certainty and through-life programme risk.
Such disclosure matters because a technically sophisticated warship delivers little strategic value if procurement disputes delay construction, fragment political backing or force repeated configuration changes that increase cost and undermine schedule discipline.
Conversely, commonality should not automatically displace stronger capability or industrial proposals, requiring evaluators to demonstrate that lower integration and logistics risk compensates for any verified shortfalls in sensors, weapons or domestic participation.
The firm fixed-price, delivered-at-place arrangement limits some acquisition uncertainty by incorporating transport, insurance and taxes, but negotiations must still define acceptance standards, support obligations, training depth, spares availability and configuration-control responsibilities.
Because final specifications can change before signature, exhibition models and corporate presentations should be treated as indicators of design intent rather than definitive evidence of the combat-ready vessel Thailand will ultimately receive.
Institutional confidence will therefore depend on documented requirements, auditable scoring and disciplined negotiations, ensuring political claims from every side remain distinguishable from verified facts and reasoned assessments of operational consequence.

Thailand must secure Gulf of Thailand shipping lanes, energy infrastructure and approaches near Cambodia while maintaining an Andaman Sea posture facing the Indian Ocean, creating simultaneous demands that four high-performance frigates cannot sustainably satisfy.
Its modern surface force combines HTMS Bhumibol Adulyadej with ageing Chinese-built Naresuan-class and Chao Phraya-class vessels, several exceeding three decades of service and approaching replacement despite continuing relevance to daily naval commitments.
The 2037 objective of eight high-performance frigates, divided equally between both seas, would improve readiness by reducing transit burdens, enabling maintenance rotations and maintaining credible presence across geographically separated operational commands.
Budget constraints nevertheless impose incremental procurement: the first frigate is financed under the 2026 budget, a proposed second hull was removed from 2027 planning and is expected to return for consideration in 2028.
With frigate construction commonly requiring six or seven years, delayed follow-on approvals could produce force-generation gaps as older warships retire, while several commanders will oversee the lead ship before it reaches operational service.
The wider fleet plan also envisages ten offshore patrol vessels, twelve medium-range patrol vessels, eighteen inshore patrol vessels and expanding unmanned operations, with HTMS Chakri Naruebet expected to perform an unmanned-aircraft mothership role.
Bangkok’s industrial roadmap seeks progression from foreign procurement through partial domestic production toward greater sovereign shipbuilding capacity, requiring at least 20 percent local construction and technology transfer under the frigate terms.
Reusing the selected design for later hulls could reportedly save approximately US$91 million to US$121 million per ship, while outcome-based offsets may support investment, research, workforce development, joint production and local supply chains.
If three additional frigates and long-term support follow, the programme could exceed US$2 billion, giving Hanwha enduring Southeast Asian reference value while creating Thai maintenance, repair, overhaul and training activity across decades.
The decision signals that naval power rests on sustainable logistics, industrial partnerships and repeatable force generation as much as armament, with negotiations determining whether Thailand converts selection momentum into operational advantage.
