US Navy Awards Raytheon $22.9 Billion Contract to Produce 1,000 Tomahawk Missiles Annually

The US Navy’s historic Raytheon contract seeks to expand Tomahawk production fifteenfold, rebuild combat-depleted missile inventories and restore the long-range precision-strike capacity underpinning American deterrence against future high-intensity threats.

The agreement seeks to transform Tomahawk output from approximately 60 missiles annually into more than 1,000, replacing peacetime procurement with an industrial posture approaching wartime mobilisation.

The planned fifteenfold expansion would affect more than manufacturing capacity, because replenishing depleted magazines directly determines whether American surface ships and submarines can sustain long-range strike operations against another major adversary.

Both Tomahawk Land Attack Missile and Maritime Strike Tomahawk configurations are covered, connecting the programme simultaneously to fixed-target attack, maritime denial, distributed lethality and contested Indo-Pacific operations against advanced naval forces.

The award formalises framework agreements reached in February 2026 under the “Arsenal of Freedom” initiative, which uses multiyear purchasing commitments to encourage investment in factories, tooling, skilled labour and vulnerable suppliers.

Combat expenditure during Operation Epic Fury provided the strategic catalyst, with American naval forces reportedly launching approximately 400 Tomahawks during 71 hours and more than 850 within the campaign’s first month.

Total employment exceeded 1,000 missiles before an April ceasefire, followed by additional launches after fighting resumed in July, producing the largest concentrated Tomahawk expenditure recorded during the weapon’s operational history.

Against estimated prewar holdings of approximately 3,100 missiles, wartime consumption potentially removed one-third of available inventory while revealing how quickly sustained operations can overwhelm stockpiles accumulated across several decades.

The resulting shortfall extends beyond Iran because Tomahawks remain essential to American operational planning against heavily defended targets, particularly across the Western Pacific’s immense distances and increasingly sophisticated Chinese anti-access architecture.

Secretary of War Pete Hegseth has characterised the initiative as an “Arsenal of Freedom,” presenting higher industrial output as the material foundation for deterrence rather than merely another conventional weapons procurement programme.

President Donald Trump’s “peace through strength” framing similarly connects industrial mobilisation with strategic signalling, although production announcements cannot create credible combat power until factories deliver operational missiles at sustained scale.

Consequently, the contract’s geopolitical significance depends upon execution: expanding Raytheon’s industrial network, removing production bottlenecks and rebuilding magazines before another crisis exposes the interval between ambitious procurement targets and deployable firepower.

Iran War Expenditure Exposes the Tomahawk Magazine Crisis

Operation Epic Fury subjected American strike inventories to a consumption rate far beyond recent planning assumptions, as warships and submarines attacked Iranian air defences, command facilities, missile infrastructure and nuclear-related targets.

Arleigh Burke-class destroyers, Ticonderoga-class cruisers and submarines launched Tomahawks from the Arabian Sea, Gulf of Oman and Red Sea, demonstrating distributed reach while generating severe pressure upon finite vertical-launch magazines.

Tomahawk’s value came from delivering precision effects without exposing crewed aircraft immediately to Iranian air defences, but every launch permanently reduced the theatre commander’s available long-range strike capacity until replenishment became possible.

American warships presently cannot reload Tomahawks at sea, meaning exhausted vessels must leave operational stations and reach suitable ports, converting missile expenditure into lost presence, longer transit cycles and reduced firing continuity.

Facilities in Bahrain, Japan and Guam therefore represent operational dependencies rather than routine logistics nodes, because port accessibility, survivability and handling capacity directly govern how rapidly missile ships can re-enter combat.

The logistics constraint becomes especially consequential across the Indo-Pacific, where widely separated operating areas, limited hardened infrastructure and Chinese long-range missiles could disrupt precisely those ports required for rearming American forces.

Parallel expenditure of JASSM cruise missiles, Patriot and THAAD interceptors, ATACMS and PrSM compounds the problem, because specialised motors, electronics, energetic materials and skilled workers often rely upon overlapping industrial bottlenecks.

Estimated remaining Tomahawk stocks in the low-to-high 2,000s were distributed across surface combatants, attack submarines, converted Ohio-class guided-missile submarines and emerging Army and Marine Corps ground-based launch formations.

That distribution matters because headline inventory totals cannot measure actual theatre availability, particularly when missiles require compatible launchers, mission-planning support, maintenance capacity and secure transportation before generating credible operational combat power.

Under the previous production rate, restoring inventories could have extended into the next decade, creating a prolonged vulnerability during which Washington might confront another conflict without the magazine depth demonstrated necessary against Iran.

From One Missile Weekly to Twenty: Inside the Production Surge

Raytheon must increase annual production from roughly 60 missiles, approximately one weekly, to more than 1,000, approaching twenty weekly and representing an industrial transformation rather than a conventional incremental procurement increase.

The company reported delivering three times more Tomahawks during 2026’s first half than during the corresponding 2025 period, indicating early acceleration while revealing little about whether peak output can be sustained.

Expansion at Tucson, Arizona, forms part of a broader capital programme that included $2.6 billion in company-wide expenditure during 2025, although the Tomahawk-specific investment share has not been publicly itemised.

Multiyear demand signals allow Raytheon and hundreds of smaller suppliers to purchase machinery, expand facilities and recruit workers with greater confidence than annually appropriated orders historically provided across unpredictable defence-budget cycles.

Yet increasing final assembly alone cannot deliver the target because propulsion systems, guidance electronics, warheads, control surfaces, canisters and specialised materials must expand synchronously throughout a geographically dispersed production network.

One underperforming supplier could restrict the entire missile pipeline, making supply-chain visibility, second-source qualification, long-lead procurement and obsolescence management central to achieving reliable wartime-scale production instead of temporary output spikes.

The agreement also seeks shorter procurement lead times, but accelerated delivery must preserve testing, configuration control and quality assurance because defective missiles would weaken combat reliability while wasting scarce vertical-launch capacity.

No public schedule establishes when Raytheon must achieve or sustain production exceeding 1,000 missiles annually, leaving uncertainty over how long America’s exposure persists before industrial capacity meaningfully reverses wartime depletion.

The contract’s seven-year duration provides industrial stability, although annual output will still depend upon appropriations, supplier performance, workforce retention and government acceptance processes that cannot be accelerated simply through political declarations.

Accordingly, the decisive metric will not be contractual value but verified deliveries of combat-ready All-Up-Rounds, supported by resilient suppliers and sufficient throughput to replace expenditure while simultaneously enlarging reserve inventories.

Why $22.9 Billion Does Not Mean 9,000 New Tomahawks

A reported Block V Tomahawk cost of approximately $2.5 million suggests that $22.9 billion could theoretically purchase more than 9,000 missiles, but such arithmetic materially overstates the expected delivery quantity.

The award explicitly includes associated support and production expansion, meaning funding will cover industrial capacity, engineering, equipment, workforce development, sustainment and supply-chain reinforcement alongside newly manufactured missile rounds.

Actual unit prices also vary according to configuration, procurement quantity, support content and contract structure, with recent production lots indicating lower figures around $1.75 million under particular larger-volume purchasing conditions.

Neither the Navy nor Raytheon has published a line-item financial breakdown, exact missile quantity, annual delivery schedule or division between hardware, services and capacity investments, preventing reliable calculation of delivered rounds.

This information gap requires caution because presenting the maximum contract ceiling as a completed missile purchase would confuse authorised expenditure with actual production, acceptance and operational fielding across the seven-year period.

Earlier Block V contracts covered All-Up-Rounds, launch canisters, navigation and communications modifications, software, spares, testing equipment and obsolescence management, illustrating how missile procurement includes considerably more than assembled airframes.

Separate programmes also modernise and recertify existing Tomahawks, extending service life and upgrading older weapons, whereas the new award concentrates principally upon expanding sustained production and supporting higher manufacturing throughput.

Block V’s importance derives partly from configuration flexibility, because land-attack variants support deep precision strikes while maritime-strike capability strengthens naval targeting against mobile surface combatants across contested oceanic approaches.

However, producing missiles without sufficient targeting architecture would provide incomplete capability, since long-range engagements require persistent surveillance, resilient communications, accurate track custody and mission planning under electronic or kinetic attack.

The contract should therefore be assessed as an industrial-capacity instrument whose strategic return depends upon missile deliveries, supporting networks and force integration, rather than as a simple purchase of thousands of interchangeable weapons.

Pacific Deterrence and America’s Window of Vulnerability

The most serious consequence lies in the Western Pacific, where American operational concepts require deep magazines to penetrate integrated air defences, suppress missile launchers and threaten naval forces across enormous distances.

Pentagon wargames have repeatedly modelled rapid expenditure during high-intensity conflict, reflecting the quantity of precision weapons required against dispersed, mobile and hardened targets protected by layered Chinese detection and interception networks.

A diminished Tomahawk reserve could reduce the duration or intensity of American strike operations, forcing commanders to prioritise targets more severely while preserving weapons for contingencies beyond the immediate theatre.

China may interpret depleted magazines as a temporary constraint upon American intervention, although inventories, deployment patterns and classified reserve requirements remain uncertain, preventing confident conclusions about Washington’s precise operational endurance.

This uncertainty itself affects deterrence because adversaries evaluate not only platform numbers but also whether ships, submarines and ground launchers possess enough munitions to sustain combat after initial salvos are exhausted.

Converted Ohio-class guided-missile submarines can carry as many as 154 Tomahawks, offering substantial concentrated firepower, but their eventual retirement will shift greater burdens onto smaller magazines aboard Virginia-class submarines and surface combatants.

Army and Marine ground-based launchers expand deployment options and complicate adversary targeting, yet they also create additional demand for the same missile family while requiring transportation, concealment, security and distributed sustainment.

Allied transfers further tighten the balance between immediate coalition requirements and American reserve depth, particularly when several partners require air-defence interceptors and precision weapons drawn from production systems already operating near capacity.

The production surge therefore signals that Washington recognises munitions depth as a pillar of Indo-Pacific deterrence, alongside forward bases, submarines, bombers, logistics ships, command networks and regional alliance access.

Nevertheless, a production target reached several years later cannot immediately close today’s readiness gap, leaving a potentially consequential interval between Iran-driven depletion and restoration of credible high-intensity warfighting reserves.

Arsenal of Freedom Faces Its Industrial Test

The “Arsenal of Freedom” initiative seeks to replace low-volume peacetime production with predictable wartime-scale output, using long-term agreements to mobilise private capital while reforming how the Pentagon manages strategically critical munitions.

Acquisition reforms include transforming programme offices into Portfolio Acquisition Executives, establishing a Wartime Production Unit and granting managers greater responsibility for integrating requirements, contracts, suppliers and delivery performance across weapon portfolios.

The February framework extended beyond Tomahawk, establishing production ambitions exceeding 1,900 AMRAAMs annually, more than 500 SM-6 missiles and increased SM-3 output, reflecting pressure across offensive and defensive inventories.

Similar arrangements for weapons including PrSM indicate an enterprise-wide effort to increase missile capacity, rather than an isolated response centred exclusively upon naval cruise missiles consumed during the Iranian campaign.

The Navy’s fiscal 2027 request for approximately $3 billion covering 785 Tomahawks illustrates the scale of transition from earlier annual purchases measured only in dozens, although requested funding remains subject to legislative approval.

Foreign military sales are also being connected to domestic reindustrialisation, potentially expanding demand and allied interoperability, but export commitments could compete with urgent American replenishment unless production growth exceeds combined requirements.

Industrial mobilisation also depends upon skilled labour, secure electronics, propulsion capacity and energetic materials whose production cannot expand instantly, making workforce pipelines and second-tier suppliers as strategically important as prime contractors.

Cost control represents another risk because guaranteed demand may encourage investment but weaken competitive pressure, requiring transparent milestones, delivery incentives and enforceable accountability to prevent capacity funding from becoming permanent industrial overhead.

The contract therefore functions as a strategic wager that sustained demand, acquisition reform and private investment can rebuild American missile depth faster than combat consumption, inflation, supplier fragility and competing requirements erode it.

If Raytheon achieves the promised production scale, the programme will strengthen global force posture and deterrence; if delays persist, the $22.9 billion award will instead document how quickly warfare outpaced America’s arsenal.
