Negotiations opened in July 2026 around transferring two complete S-400 systems, comprising four batteries and approximately 120 interceptor missiles, but no participating government has formally confirmed either a concluded agreement or a definitive termination of the talks.

The proposed transaction represented more than a conventional arms sale because removing the S-400 from Turkish possession could potentially satisfy American statutory requirements, unlock sanctions relief and reopen access to advanced F-35 stealth fighters withheld from Ankara since 2019.

Until those objectives align, Turkey’s largely inactive S-400 inventory remains strategically consequential despite its limited operational contribution, constraining alliance interoperability, complicating force modernisation and converting stored air-defence hardware into a persistent instrument of geopolitical leverage.

The risk is fundamentally cumulative rather than dependent upon a single detection event, since repeated observation across different ranges, aspects and configurations could help characterise low-observable performance and inform counter-stealth tactics, radar processing or future sensor development.
Turkey offered assurances that the S-400 would remain separated from NATO networks, but physical separation could not eliminate concerns surrounding Russian technical access, maintenance support, software provenance or the collection and subsequent exploitation of sensitive electromagnetic data.
Section 1245 of the Fiscal Year 2020 National Defense Authorization Act consequently prohibits F-35 transfers unless Turkey no longer possesses the S-400 or associated equipment, provides assurances against reacquisition and satisfies certification requirements established within the American legislative framework.
That wording makes storage or inactivity strategically insufficient for sceptical lawmakers because an intact system could theoretically be reactivated, relocated or employed during exercises, preserving both intelligence risk and Turkish leverage over the timing of future operational deployment.
Senator Rick Scott reinforced this position by stating that Turkey should not receive F-35s unless it behaves as “a true partner,” adding that possession of the S-400 remained incompatible with access to America’s premier stealth fighter.
The State Department’s July 22 communication to Congress reportedly confirmed that Turkey had not fulfilled the statutory conditions, demonstrating that favourable presidential signalling had not yet translated into the certifications required for an authorised aircraft transfer.
Ankara’s S-400s have never been fully integrated into NATO air-defence networks and have reportedly remained largely stored or inactive, although Turkish officials periodically characterised them as operational and limited testing or activation activities were previously reported.
Their marginal operational employment strengthens Turkey’s incentive to seek disposal, yet inactivity does not erase ownership, contractual obligations or technical sensitivity, leaving Ankara burdened with a costly capability that simultaneously delivers limited defence utility and blocks higher-priority combat-aircraft acquisition.

Why the UAE Transfer Reached a Strategic Dead End

The UAE already operates American THAAD and Patriot systems alongside Russian Pantsir short-range defences, making it one of the region’s most diversified air-defence operators while creating substantial integration, identification, communications-security and electromagnetic-deconfliction challenges across dissimilar architectures.
Adding S-400 batteries could extend engagement coverage against aircraft, cruise missiles and selected ballistic threats, particularly if deployed around Dubai, but advertised performance cannot automatically establish effectiveness against low-flying, manoeuvring or saturation targets under combat conditions.
The same acquisition could undermine the UAE’s longstanding F-35 ambitions because operating Russian long-range sensors near American aircraft, personnel and installations would reproduce the security dilemma that caused Turkey’s expulsion from the fighter programme.
Al Dhafra Air Base intensifies that concern because nearby S-400 operations could expose American aircraft movements, radar signatures and force-generation patterns, creating intelligence risks extending beyond any future Emirati F-35 fleet to existing United States regional deployments.
Abu Dhabi therefore faced an unfavourable exchange between additional long-range air-defence capacity and access to superior American combat aviation, while also risking sanctions, congressional resistance and increased scrutiny of its broader defence-technology relationships.
Qatar was occasionally identified as another potential Gulf destination, but any buyer integrated with American systems would confront comparable questions involving radar intelligence, Russian technical involvement, end-user restrictions and the political cost of accepting Turkey’s unresolved liability.
India was also discussed analytically because it already operates S-400 systems and received differentiated American treatment, yet no supplied information confirms formal negotiations, making that possibility speculative rather than an established alternative available to Turkish decision-makers.
The UAE deadlock consequently demonstrates that moving hardware does not necessarily remove strategic risk; it can merely transfer sanctions exposure, interoperability problems and counterintelligence concerns from one American security partner to another without resolving Washington’s underlying technical objections.
Russia’s Contractual Veto and the Logistics of Divestment
Turkey cannot freely resell or transfer the S-400 because the original contract contains end-user restrictions requiring prior written Russian approval, giving Moscow direct leverage over any arrangement intended to restore Ankara’s access to an American fifth-generation combat-aircraft programme.
Russian officials acknowledged continuing contacts while describing the issue as exceptionally sensitive, but expressions of possible flexibility did not constitute formal authorisation from President Putin or establish agreement on pricing, missile custody, technical support and destination-specific operating conditions.
Foreign Minister Hakan Fidan reportedly met Putin in Kazan during June to prepare diplomatic ground, illustrating that an apparently bilateral Turkish-Emirati sale actually required trilateral coordination before American legal and security requirements were even considered.
Moscow could accept an Emirati transfer because the UAE is not a NATO member and already operates Russian equipment, potentially preserving Russian maintenance relationships while gaining wider political, energy or commercial benefits from a carefully structured transaction.
Nevertheless, approving a disposal designed explicitly to return Turkey to the F-35 could weaken Russia’s strategic advantage, because the existing dispute constrains NATO interoperability, delays Turkish stealth modernisation and sustains friction inside the Atlantic alliance.
The package itself creates a significant logistics problem involving four batteries, command vehicles, engagement and acquisition radars, launchers, support equipment and approximately 120 missiles requiring secure transportation, inventory verification, specialist handling and controlled reassembly at any destination.
American legislators would also require confidence that Turkey had surrendered every operationally relevant component, because retention of fire-control hardware, radar modules, software, training equipment or missile-support infrastructure could cast doubt upon whether statutory possession had genuinely ended.
Russian approval would likely need to address technical documentation, cryptographic material, maintenance rights, spare components and interceptor certification, demonstrating that ownership transfer cannot be reduced to loading launch vehicles onto transport aircraft or sealift vessels.
The unconfirmed composition of Turkey’s missile inventory adds uncertainty, since approximately 120 48N6-series interceptors are commonly reported while the presence of longer-range 40N6 missiles has not been established by the information available.
These contractual and logistical dependencies allow every principal actor to delay the process, making the S-400 simultaneously a military system, a sanctions trigger, a controlled export package and a bargaining instrument within wider Turkish-Russian-American competition.

Destruction, Deactivation or a New Turkish Air-Defence Architecture
With the Emirati route stalled, Turkey faces alternatives including permanent deactivation, supervised removal of critical components, storage outside Turkish control, transfer to another non-NATO state or physical destruction of the complete S-400 inventory.
Deactivation could involve removing radars, fire-control components or launcher elements so the batteries cannot conduct engagements, but congressional sceptics may reject this approach because Turkey would retain physical ownership and potentially preserve a pathway toward later restoration.
Placing critical equipment under American supervision or transferring selected components to storage in the United States might create stronger verification, although partial removal could still generate disagreement regarding the statutory meaning of possession and Russia’s contractual rights.
Returning the systems to Russia appears improbable because Moscow reportedly rejected an earlier Turkish proposal, while repatriation would eliminate export prestige, require commercial settlement and potentially assist Turkey’s re-entry into a programme Russia benefits from obstructing.
Physical destruction offers the clearest demonstration of irreversible divestment because scrapping launchers, radars, command equipment and associated missiles would eliminate reactivation risk, but it would impose a severe financial loss and publicly expose the procurement’s strategic failure.
Destroying the systems could also generate diplomatic friction with Moscow if undertaken without consultation, particularly where contractual provisions, classified Russian technology or missile-handling requirements govern disposal, demilitarisation and third-party observation of sensitive components.
A complete resolution would require Turkey to replace the abandoned capability, increasing the importance of its indigenous SİPER long-range air-defence programme and the broader Steel Dome architecture intended to combine sensors, command networks and layered interceptors.
Renewed Patriot or SAMP/T cooperation could strengthen NATO interoperability and reduce Russian dependence, but procurement timelines, technology-transfer negotiations, cost, industrial participation and interceptor availability would determine whether either system could close Turkey’s long-range defensive gap.
Even successful S-400 divestment would not guarantee immediate F-35 delivery because Congress could examine wider alliance reliability, regional policy disputes and technology-security safeguards before releasing the six withheld aircraft or authorising a renewed Turkish acquisition programme.
Until a verifiable disposal mechanism emerges, the stored S-400 batteries will continue shaping Turkish force posture far beyond their operational value, delaying stealth-airpower modernisation, complicating Gulf security calculations and giving Washington and Moscow separate forms of leverage over Ankara.
