Sapura and Turkiye’s Aselsan Forge Partnership in Communication and Command & Control (C2) Technology

(DEFENCE SECURITY ASIA) – Sapura Secured Technologies (Sapura) has entered into a strategic partnership with Turkey-based defense electronics company Aselsan to enhance technological capabilities in communication and Command & Control (C2) systems.
In a media statement, Sapura highlighted that this significant collaboration is expected to drive technological innovation and foster economic cooperation in the defense and public security sectors.
The exchange of Notes for Strategic Cooperation in Communication Systems underscores the partnership between Sapura and Aselsan.
The agreement was signed by the Director General of the National Security Council (MKN), Raja Datuk Nushirwan Zainal Abidin, and the President of the Turkish Defense Industry Agency (SSB), Professor Dr. Haluk Gorgun.
“The Government-to-Government (G2G) exchange was witnessed by Turkish President Recep Tayyip Erdogan and Malaysian Prime Minister Datuk Seri Anwar Ibrahim at Seri Perdana on Tuesday,” the statement read.
Additionally, a Business-to-Business (B2B) Memorandum of Agreement (MOA) for Strategic Cooperation in Software Defined Radio (SDR) Systems and Command & Control Technologies was signed by Sapura Group President & Chief Executive Officer Tan Sri Shahril Shamsuddin and Aselsan CEO Ahmet Akyol.

The agreement was later exchanged during the Malaysia-Turkiye Business Forum at the Putrajaya International Convention Centre (PICC).
The MOA focuses on the development and implementation of Software Defined Radio technology, a key enabler of modern C2 capabilities within Malaysia’s defense and public security infrastructure.
Through this initiative, Sapura and Aselsan aim to strengthen Malaysia’s technological sovereignty in critical areas such as SDR waveforms, artificial intelligence (AI), and cyber intelligence.
“As part of this collaboration, both companies will work together to deploy the latest SDR technology, ensuring Malaysia’s defense and public sectors are equipped with advanced communication and C2 capabilities.
“This initiative also includes a long-term capacity-building program incorporating technology transfer (ToT) efforts that will further enhance Malaysia’s defense and public security sectors,” the statement added.
Furthermore, Sapura stated that both parties will promote and introduce innovative solutions to strengthen their presence in the global defense market.
With over 100 years of combined expertise, Sapura and Aselsan are committed to fostering reciprocal technological and economic exchanges between Malaysia and Turkiye.
This partnership is expected to drive innovation, bolster national security, and position Malaysia as a key hub for advanced defense and public security technologies.
Software Defined Radio (SDR) is an advanced radio communication system that leverages software to control key signal processing functions, as opposed to traditional radios that rely entirely on dedicated hardware components.
In the defense sector, SDR enables seamless communication between military units across multiple frequencies and protocols without requiring hardware modifications.
It also supports selective frequency operations and anti-jamming technologies, ensuring secure and resilient communications in electronic warfare (EW) scenarios.
