Air Chief Marshal Amar Preet Singh has warned that the Indian Air Force must induct two fighter squadrons annually, while acknowledging it would “fight with whatever we have” if procurement remained insufficient.

Such costs remain potentially lower than restarting obsolete production, but the reported failure of an earlier 24-aircraft transaction over cost and logistics demonstrates that apparently inexpensive donor fleets can generate significant downstream expenditure.

India reportedly expected that earlier package to provide more than 300 critical spares, including wings, landing gear and fuselage structures, while approximately 80 percent of engine parts were considered interchangeable with Indian M53-P2 powerplants.

The proposed acquisition would therefore require careful valuation based upon usable component yield rather than headline airframe quantity, because partially equipped or heavily consumed aircraft could deliver substantially less operational benefit than complete examples.

Component cannibalisation also cannot indefinitely overcome accumulated fatigue across India’s flying fleet, making structural-life assessments decisive when determining whether donor parts can safely support operations through 2038 or 2039.

Properly managed, however, the programme could increase mission-capable rates, reduce aircraft-on-ground periods and strengthen sortie generation without introducing another fighter type, training pipeline or separate weapons-support architecture into Indian service.

Previous French Deals Reveal Both Opportunity and Procurement Risk

India completed an agreement with the French Air Force for 16 phased-out Mirage 2000s in 2020, with delivery reportedly concluded during 2021 and the aircraft transferred to Gwalior for component recovery.

These aircraft were never intended to return to combat service, but officials subsequently credited the acquired inventory with significantly improving operational availability, demonstrating the practical effect donor platforms can exert upon frontline readiness.

A second contract signed on August 31, 2021 reportedly covered 24 retired aircraft for approximately US$31–32 million, sourced through a French private company that had previously acquired them from French service.

Thirteen airframes were described as complete, eight reportedly capable of flying following servicing, while eleven were only partially equipped but retained potentially valuable equipment including fuel tanks, ejection seats and structural assemblies.

The aircraft were described as “Christmas trees,” aviation-maintenance terminology reflecting their planned cannibalisation, yet later reporting claimed the transaction did not materialise because cost and logistical difficulties undermined the proposed acquisition.

That discrepancy is strategically important because only the earlier 16-aircraft transaction can be treated as a confirmed completed delivery, while the fate of the proposed 24-aircraft package remains uncertain within the provided information.

Any renewed negotiation must consequently incorporate lessons from transportation expenses, component condition, commercial ownership and certification liabilities that may previously have transformed an attractive purchase price into an inefficient sustainment proposition.

India also considered older Greek Mirage 2000 variants but reportedly remained cautious regarding price, configuration differences and remaining airframe hours, factors that directly influence component compatibility and usable inventory recovered through cannibalisation.

Qatar separately offered 12 well-maintained Mirage fighters, although reported pricing differences prevented an Indian purchase, illustrating how flyable aircraft attract valuations fundamentally different from non-operational airframes acquired exclusively for parts.

The emerging French discussions therefore extend an established sustainment strategy, but their operational value will depend upon acquisition terms, structural condition and delivered component yield rather than the symbolic number of retired fighters obtained.

Upgraded Mirage 2000 Remains a Credible Precision-Strike Platform

India’s Mirage 2000 fleet has completed a substantial mid-life upgrade incorporating modernised radar, glass cockpit systems, electronic-warfare capabilities and MICA missiles, distinguishing it from older platforms requiring more fundamental capability reconstruction.

These improvements preserve relevance within contested airspace by strengthening situational awareness, pilot workload management and beyond-visual-range engagement capacity, although the aircraft lacks the low-observable characteristics defining emerging fifth-generation combat operations.

Its continued value derives from combining established maintenance infrastructure, experienced personnel and mature operating procedures, enabling India to preserve combat capacity without absorbing the disruption accompanying conversion onto an entirely unfamiliar platform.

Extending the fleet therefore preserves not merely three administrative squadrons but accumulated tactical knowledge among pilots, engineers, armourers and mission planners whose expertise directly supports readiness and efficient wartime sortie generation.

Continued Dassault support further differentiates the Mirage from legacy aircraft facing deeper supplier isolation, although retired airframes indicate that structural spares are increasingly becoming the limiting factor despite continuing technical assistance.

Against Pakistan, the Mirage contributes to a diversified Indian combat fleet complicating adversary planning, while against China it provides additional mass for missions where stealth is advantageous but not universally required.

Its limitations must remain explicit: cannibalised components cannot deliver modern stealth, sensor fusion or dramatically increased payload, and extending service life does not equate to matching the most advanced Chinese combat-air capabilities.

The operational logic is instead complementary, reserving newer aircraft for demanding missions while Mirage squadrons undertake suitable counter-air or precision-strike assignments, thereby distributing wear and protecting scarce high-end assets across simultaneous contingencies.

Every additional reliable Mirage consequently strengthens India’s force-generation choices, but only disciplined maintenance, adequate weapons stocks and realistic mission allocation can translate ageing airframes into sustainable combat power beyond 2035.

Tejas, Rafale and AMCA Delays Define the Mirage’s Strategic Mission

Tejas Mk1A production is increasing but has reportedly not achieved the 24-aircraft annual rate considered necessary for rapidly replacing retiring fighters, leaving squadron regeneration vulnerable to manufacturing and supply-chain constraints.

India’s Advanced Medium Combat Aircraft is projected to fly during 2028–29, with operational squadrons potentially appearing around 2034–35 at the earliest, although such schedules remain exposed to development and industrial risks.

The 114-aircraft Multi-Role Fighter Aircraft programme, widely expected to favour additional Rafales, reportedly received clearance in February 2026, with initial deliveries projected around 2029–30 before later Indian production expands.

No single programme therefore closes India’s near-term deficit, because deliveries must replace continuing retirements before generating net squadron growth, while new types simultaneously require pilots, technicians, simulators, weapons and protected infrastructure.

Analysts combining anticipated inductions still project approximately 34–36 squadrons by 2035, leaving India six to eight units below its authorised strength despite optimistic assumptions across domestic and imported acquisition programmes.

Extending the Mirage 2000 until 2038–39 would align its withdrawal more closely with maturing Tejas Mk2, AMCA and Rafale formations, reducing the danger of relinquishing proven capacity before replacements become operationally credible.

Nevertheless, political alignment cannot substitute for technical scrutiny, and India must assess each airframe’s provenance, corrosion exposure, fatigue history and configuration before determining whether procurement delivers measurable operational value.

If completed under viable terms, the acquisition would convert France’s retired Mirage inventory into India’s temporary strategic reserve, sustaining deterrence until next-generation programmes can finally assume the operational burden.
