Indonesia is examining an eight-ship New FFM package potentially involving Japanese construction and PT PAL assembly, signalling deeper trilateral maritime cooperation with Japan and Australia as Indo-Pacific naval competition intensifies.

(DEFENCE SECURITY ASIA) — Indonesia has revived interest in acquiring eight Japanese New FFM frigates, potentially combining Japanese construction with assembly at PT PAL, but no contract, configuration, price, financing arrangement, or delivery schedule has yet been formally agreed.

The proposal resurfaced around the inaugural Japan-Australia-Indonesia defence ministers’ talks on August 26, placing maritime modernisation, industrial cooperation, and regional force posture within a consequential new trilateral framework spanning the Indo-Pacific.

Jakarta is examining the larger, more heavily armed New FFM, also known as the Upgraded Mogami or 06FFM, rather than the smaller Mogami-class frigates already operating with Japan’s maritime forces.

Australia’s selection of the New FFM for its 11-ship SEA 3000 programme gives Indonesia a practical working reference for export configuration, technology transfer, local construction, and long-term Japanese sustainment.

For Indonesia, the design promises 32 strike-length Mk 41 vertical-launch cells, extensive automation, advanced anti-submarine warfare sensors, substantial growth margins, and a reduced crew requirement of approximately 90 sailors.

Those attributes could significantly strengthen sea denial, convoy protection, maritime-domain awareness, and distributed surface operations across an immense archipelagic battlespace extending from the Malacca Strait to the eastern approaches.

However, adding another frigate family could dangerously deepen Indonesia’s existing logistics fragmentation, multiplying combat systems, missiles, propulsion support, training pipelines, software dependencies, spares inventories, and dockyard specialisations.

The central strategic question is therefore not whether New FFM offers credible combat power, but whether Jakarta can convert eight sophisticated hulls into consistently available, adequately armed, sustainably maintained frontline operational forces.

Until the parallel negotiations over used Asagiri-class destroyers are conclusively settled, the New FFM remains a longer-term option whose geopolitical significance exceeds the maturity of its present exploratory procurement status.

The procurement track began in March 2021, when Japan and Indonesia signed an agreement governing transfers of defence equipment and technology, creating the essential legal foundation required for major Japanese weapons exports.

Contemporary discussions envisaged eight original Mogami-class frigates valued at approximately US$3.6 billion, including four Japanese-built vessels and four locally constructed hulls intended to strengthen PT PAL’s sovereign industrial capabilities.

Japan subsequently relaxed restrictions affecting complete warship exports, while a new bilateral Defence Cooperation Arrangement substantially expanded equipment and technology collaboration beyond the narrower framework established during the previous decade.

Admiral Muhammad Ali confirmed that Japan had renewed offers involving Mogami-type frigates and submarines, while Indonesian representatives emphatically prioritised production methods, technology transfer, and local sustainment rather than simple off-the-shelf acquisition.

The August trilateral consultation supplied political momentum and valuable Australian programme insight, but its official language addressed security cooperation broadly, making any assertion of an agreed eight-frigate purchase premature and unsupported.

Accordingly, the revived initiative should be understood as structured strategic exploration built upon five years of sustained legal, industrial, and naval engagement, not as an acquisition programme possessing contractual certainty.

New FFM Firepower Could Reshape Indonesia’s Maritime Battlespace

At approximately 142 metres and roughly 6,200 tonnes fully loaded, the New FFM provides greater displacement and future growth capacity than the original Mogami while retaining a stealth-oriented hull and highly automated architecture.

Its combined diesel-and-gas propulsion arrangement uses one Rolls-Royce MT30 turbine and two MAN diesels driving twin shafts, supporting speeds above 30 knots and sustained operational reach suited to Indonesia’s dispersed maritime geography.

The decisive combat enhancement is a 32-cell strike-length Mk 41 vertical-launch system, doubling the original Mogami’s planned magazine and enabling operationally flexible combinations of surface-to-air missiles and anti-submarine rockets.

Japanese vessels are expected to employ Type 23 air-defence missiles and Type 07 vertical-launch anti-submarine rockets, alongside Type 12-family anti-ship weapons offering extended stand-off engagement across contested littoral approaches.

Australia’s planned combination of Naval Strike Missile, RIM-162 ESSM, Mk 54 torpedoes, and SeaRAM demonstrates that the adaptable hull can accept Western weapons, although Indonesia’s prospective configuration remains completely unannounced.

That flexibility matters strategically because Indonesia operates mixed Italian, Turkish, French, and other weapons ecosystems, yet every additional interface creates certification, software, magazine-management, training, and replenishment requirements.

An OPY-2-derived active electronically scanned-array radar family, variable-depth sonar, towed-array sonar, helicopter facilities, and mine-warfare options would support persistent detection and engagement across air, surface, and subsurface domains.

Space and electrical reserves for unmanned surface and underwater vehicles could extend sensing well beyond the frigate’s organic horizon, enabling distributed mine countermeasures, reconnaissance, and anti-submarine search in dangerous waters.

Its approximately 90-person complement could release scarce manpower for additional hulls and specialised units, but automation concentrates technical risk within software, maintainers, networks, and shore-based diagnostic infrastructure.

New FFM would consequently alter Indonesia’s battlespace only if weapons inventories, sensor data, embarked aviation, mission-ready crews, and resilient logistics support closely match the theoretical capability represented by hull specifications.

PT PAL Technology Transfer Faces a Severe Capacity Test

Local construction is strategically central to Indonesia’s interest because PT PAL would seek Japanese production knowledge, systems-integration expertise, quality-control practices, and maintenance capabilities that could strengthen national shipbuilding beyond a single class.

The 2021 formula of four hulls built in Japan and four at Surabaya remains a reference rather than an agreed arrangement, and any revived split would require fresh industrial and financial negotiation.

PT PAL is already constructing Merah Putih frigates derived from Arrowhead 140, supporting other demanding naval programmes, and executing commercial and export work, including a landing-platform-dock project for the United Arab Emirates.

Adding a technologically distinct Japanese frigate line would pressure finite fabrication space, engineering teams, integration laboratories, skilled trades, docks, programme management, and supplier networks while Merah Putih production continues.

Meaningful technology transfer could nevertheless deliver enduring sovereign value if it includes production data, software access, systems knowledge, local component qualification, depot-level repair rights, and authority to maintain mission-critical equipment domestically.

A shallow arrangement limited to hull assembly would leave Indonesia dependent upon overseas vendors for combat-system updates, propulsion support, sensor repair, and weapons certification, weakening wartime resilience despite visible localisation.

Japanese production capacity presents another constraint because Mitsubishi Heavy Industries and Japan Marine United must accommodate domestic New FFM orders and Australia’s initial Japanese-built vessels before inserting possible Indonesian hulls.

Indonesia’s locally constructed ships would probably follow later, creating a long transition in which training, basing, ammunition procurement, technical documentation, and maintenance infrastructure must develop before operational acceptance.

Financing remains equally decisive because the larger, more capable New FFM will cost substantially more than the US$3.6 billion discussed for eight smaller Mogami frigates in 2021, particularly with localisation and support included.

The programme’s strategic credibility will therefore depend upon disciplined sequencing that aligns funding, yard throughput, Japanese production slots, crew generation, weapon acquisition, and sustainment capacity rather than merely announcing eight hulls.

Fleet Expansion Risks Creating a Logistics Archipelago

Indonesia is already absorbing Merah Putih frigates, Italian Thaon di Revel patrol ships, Scorpène Evolved submarines, and numerous other platforms while considering Turkish frigates, additional European hulls, and used Japanese destroyers.

If eight New FFMs joined these programmes, TNI AL could field more large combatants but also inherit another propulsion, radar, sonar, combat-management, missile, documentation, training, and depot-support ecosystem.

Fleet diversity offers valuable diplomatic flexibility and reduces dependence upon one supplier, yet operationally it fragments purchasing leverage, spare holdings, technician expertise, ammunition compatibility, simulation facilities, and wartime repair arrangements.

The Merah Putih class itself is expected to combine a British-derived hull with Turkish combat-system elements, Italian guns, and missiles still under selection, illustrating Indonesia’s complex integration model.

Italian-built Thaon di Revel vessels introduce another 143-metre surface-combatant architecture with a 127-millimetre gun, vertical-launch capability, and Teseo anti-ship weapons, demanding distinct maintenance and operational competencies.

Used Asagiri-class destroyers could provide nearer-term mass and training opportunities, but their age, gas-turbine support needs, crew demands, remaining service life, and modernisation requirements require careful lifecycle assessment.

New FFM’s reduced complement could save hundreds of billets across eight ships compared with manpower-intensive designs, easing personnel pressure as Indonesia commissions increasingly complex aircraft, submarines, and surface vessels.

However, reduced crewing cannot substitute for shore technicians, spare engines, missile reloads, dry-dock access, software support, helicopter availability, or specialised anti-submarine warfare proficiency needed to generate deployable combat power.

A fleet can therefore expand numerically while operational readiness declines if procurement outpaces sustainment, leaving nominally advanced warships unavailable, underarmed, or restricted by parts shortages and insufficiently trained crews.

Jakarta must consequently evaluate New FFM against fleet-wide availability and lifecycle cost, not isolated platform performance, because logistics coherence determines whether a sophisticated frigate becomes a persistent regional capability.

Japan’s Naval Export Strategy Meets Indonesia’s Non-Aligned Hedging

Japan is developing a layered regional naval network through New FFM exports, prospective second-hand transfers, training, maintenance cooperation, and long-term technology partnerships that expand interoperability without necessarily creating formal alliances.

Australia’s 11-ship selection anchors this emerging architecture, while possible Indonesian participation could create shared procedures, sustainment opportunities, and operational familiarity among three strategically important Indo-Pacific maritime powers.

Koizumi’s formulation—Mogami for Australia, Abukuma for the Philippines, and Asagiri for Indonesia—captures Tokyo’s differentiated approach, matching new-build and transferred vessels to partners’ resources, requirements, and absorption capacity.

For Japan, successful Indonesian adoption would validate warship exports as a powerful instrument of defence diplomacy, industrial scale, regional presence, and supply-chain influence amid intensifying maritime competition.

For Indonesia, commonality with Japan and Australia could improve exercises, maritime-domain awareness, anti-submarine cooperation, and logistics access, but it would not automatically signal participation in an anti-China coalition.

An eight-ship New FFM package would therefore represent strategically significant hedging through capability and technology acquisition, not geopolitical realignment, unless subsequent basing, intelligence, command-network, or operational agreements changed that balance.

The immediate decision sequence remains operationally and financially important: Japan and Indonesia must first resolve Asagiri transfer questions involving training, maintenance, operational support, crews, and absorption before the larger New FFM option advances.

Ultimately, New FFM offers Indonesia credible firepower, automation, industrial learning, and interoperability, but only coherent financing and integrated logistics can prevent an ambitious Indo-Pacific signal from becoming another isolated, costly fleet family.
